NOTICE TO CONTRACTORS
CENTRAL ARKANSAS WATER PROJECT NO. 5622
Separate sealed bids will be received by the Engineering Department on behalf of the Board of Commissioners, Central Arkansas Water, 425 West Capitol Avenue, Little Rock, Arkansas 72201, on the 8th Floor until
10:00 AM CDT, Tuesday, October 21st, 2025 for the following:
CAW WESTROCK LANDING - Watershed Management Office & Parking Improvements
Bids received after this time will not be accepted. Bids will be publicly opened and read aloud at this location following the 10:00 AM deadline.
There will be a mandatory Pre-Bid Conference held at the project site: 11800 Maumelle Harbour Road in Roland, Arkansas at 10:00 AM CDT, Tuesday, October 7th, 2025
PROJECT SUMMARY:
The project, located at the site listed above, includes but is not limited to a new 9,650sf, single-story main building organized into two components: a pre-engineered metal building for laboratory, workshop and storage functions, and a hybrid glulam and steel frame structure for administrative offices, classroom and conference space. A separate new 1,100sf pre-engineered metal storage building is included on the site. Site development includes a car and boat trailer parking area, visitor and staff parking, concrete and gravel walks, site lighting and plantings. Civil work includes grading, new utilities and stormwater infrastructure. Refer to Construction Documents for complete scope.

OBTAINING BID DOCUMENTS:
The bid documents will be available on Monday, September 29th, 2025. Prime bidders may obtain one set of bidding documents from Southern Reprographics, Inc (SRI) as noted above. The documents obtained through SRI are considered the official version and take precedence if any discrepancies occur. Bidders must deposit a check in the amount of $100.00 per set, payable to AMR ARCHITECTS, INC. Deposits will be refunded to all prime bidders who return bidding documents in good condition within ten (10) days after the opening of bids. A bidder receiving a contract award may retain the bidding documents and the Bidder’s deposit will be refunded. Prime bidders requiring additional sets and Sub-bidders may purchase bidding documents through Southern Reprographics, Inc. It is the sole responsibility of each subcontractor and each bidder to verify that their bid is based on a complete set of construction documents including all addenda.
BID REQUIREMENTS:
Each bid proposal shall include with it a Certified Check or Bid Bond in an amount of at least 5% of the total bid offered. There shall be only one (1) bid submitted per State Contractor’s License. Each bid received shall have the license for that bidder. Bid shall be submitted on the form provided by the Owner and shall be delivered in a clearly identified, sealed, opaque envelope.
CONTRACTOR REQUIREMENTS:
All bidders shall conform to the requirement of the Arkansas Contractors Licensing Law for Contractors and must be licensed on the day of the bid submittal.
All bidders shall have:
• Minimum of 5 years of experience as a licensed general contractor.
• Minimum of (1) one completed project of similar size and scope (approx. 10,000 SF with site development).
• Documented experience with gabion basket installation.
• Documented experience with glulam construction.
• Ability to provide all required bonding, insurance, and licensing.
• Demonstrated capacity to meet project schedule and quality standards.
The Commission reserves the right to waive formalities, reject any or all bids, and accept the bid deemed to serve the best interest of Central Arkansas Water.
