The City of Hialeah Fire Department is requesting the purchase of a battery-operated intraosseous (IO) vascular access system, including proprietary disposable needles and related accessories, for use in emergency medical operations. This device is used by paramedics and emergency medical technicians to establish rapid vascular access in life-threatening situations when traditional intravenous access is difficult or impossible, such as cardiac arrest, severe trauma, shock, or dehydration.
The City currently utilizes the Arrow™ EZ-IO™ Intraosseous Vascular Access System, which is the standardized IO device deployed across Fire Department emergency units and approved by the Fire Department’s Medical Director in accordance with established clinical protocols. Teleflex LLC is the sole manufacturer and authorized seller of the Arrow™ EZ-IO™ system, which uses patented, proprietary battery-powered driver technology and proprietary disposable needles that are not compatible with any other manufacturer’s equipment. No other vendor produces compatible needles or accessories that meet the device’s specifications, safety requirements, and performance standards.
Teleflex LLC is the only company that provides a battery-operated intraosseous vascular access device that complies with the City of Hialeah Fire Department’s clinical protocols and Medical Director approval. As a result, no equivalent or alternative products are available that meet the Department’s operational, clinical, and safety requirements, making this procurement a sole source.
