Commodity or Service Required: Purchase of Equinix Disaster Recovery Tier IV Colocation Services Description: Lee County Innovation & Technology seeks to execute a single-source procurement for Equinix Inc. to continue providing a Disaster Recovery colocation site at the NAP of the Americas data center in Miami. It houses the County’s technology network backup infrastructure, storage arrays, and supporting equipment—in a hardened, disaster-resilient space with redundancy and structural protections against service interruptions (e.g., natural disasters). The facility sits 32 feet above sea level, is designed for Category 5 hurricane winds, offers 99.999% availability, and provides grandfathered direct fiber connections. This facility currently hosts our mirrored infrastructure and serves as a secure, geographically separate Tier IV datacenter used to maintain critical county services, support business continuity, and ensure operations during emergencies. Due to the sensitive and costly nature of transferring County Data and equipment off-site, the County does not anticipate transitioning to another vendor at this time. Intended Single Source: Equinix, Inc. Justification for Single Source Acquisition: Equinix Inc. is the exclusive and only suitable colocation provider for Lee County’s business continuity/disaster recovery datacenter. It alone can deliver the required mirrored, secure, geographically isolated Tier IV services that integrate with the County’s existing infrastructure. Switching vendors would create major disruption risks and require expensive equipment duplication. The site strikes an ideal balance: far enough from Lee County for true geographic resilience against regional disasters, yet close enough for IT staff to perform routine maintenance, emergency repairs, hardware replacements, and upgrades efficiently during normal work cycles. This proximity avoids high remote-support costs (airfare, lodging, overtime, extended travel) and supports cost-effective operations. The facility meets Uptime Institute Tier 4 standards—the highest reliability level. Tier 4 data centers are fully fault-tolerant with no single points of failure, 2N/2N+1 redundant power and cooling paths, and a guaranteed 99.995% uptime (roughly ≤ 26 minutes of unplanned downtime per year). These features make them essential for mission-critical County systems. Together, Equinix supplies the needed geographic separation, practical proximity for timely/cost-effective support, and Tier 4 fault-tolerant infrastructure. Using another provider now would impose substantial extra costs plus training and security risks, undermining both operational continuity and fiscal responsibility. Recommended Procurement Approach: For the reasons stated above, Lee County Procurement Management intends to utilize the single source procurement method to purchase from Equinix, Inc., to supply the above.
