For the provision of:

Counseling & Case Management Services Annual Contract

Hall County, Georgia, Board of Commissioners (herein “County”), is seeking qualified vendors on to provide Counseling & Case Management Services (herein “Services”) on an as needed basis for the Hall County Treatment Services with a guaranteed price for a 12-month period. The County seeks to award one (1) vendor to perform all the services.

Bidding Process: Hall County is now accepting sealed bids for the provision of Services in the County’s Purchasing Division, located on the fourth (4 th ) floor of the Hall County Government Center, 2875 Browns Bridge Road, Gainesville, GA 30504, until 2:00 p.m., EST on Thursday, April 10, 2025.

Bidders must submit three (3) copies of their bid along with all completed mandatory documents, signed affidavits in hardcopy and also include one (1) USB Flash Drive with all documents.

Public Reading: Bid openings are open to the public and Bidders. Bidders are not required to attend bid openings but may do so. The Issuing Officer named herein will open and publicly read all Bidders’ company names and cost proposals on the date, time, and at the address above.

Addenda: If needed and in the best interest of the County, the Purchasing Division may make an extension of the bidding period by a formal written addendum and publicly posted on the County website. All addenda must be signed by the Bidder and returned with the bid packet.

General Qualifications: Bidders must be in the regular business of providing similar services, be licensed, insured, and bonded to perform services in the State of Georgia.

Bid Retention: Bidders may not withdraw their bid after the bid opening. Bids must be valid for one hundred twenty (120) calendar days. The County reserves the right to retain all bids submitted and use any idea(s) in a bid regardless of award. The County shall have the right to waive any informality or irregularity of immaterial deviation in any bid received. All forms and documents entitled “Mandatory” must be completed and returned with the bid. Please sign Exhibit B – Contract for Services.

Award Process: The County reserves the option to reject any or all bids, in whole or part, or to select any Bidder, without liability on part of the County to the Bidder to complete the described work. The County will award the contract to one (1) vendor to perform all work to the lowest cost, responsible and responsive bidder. Lead times and length of time to complete the services may also be a factor in award. The Bidder expressly understands that the County may reject bids for any reason.

Non-Collusion Clause: Bidders must have no contact of any nature with any other bidders, County staff members, its elected officials, nor Commissioners, during the evaluation process. The County will deem such as collusion, and thus render the submission in violation of the Official Code of Hall County and thus the County may render the proposal as non-responsive and not evaluate the proposal for an award.

  1. SCOPE OF WORK

It is the intent of the Hall County Board of Commissioners to procure the services of a qualified firm to assist in the facilitation of treatment for the various programs comprising Hall County Treatment Services.

1. Basic Requirements

  • Treatment Provider shall be an approved provider through Department of Behavioral Health and Developmental Disabilities (DBHDD).
  • Treatment Provider shall have qualified, certified (CACI, CACII, NCACI, NCACII or other State recognized certification for treatment of substance use disorders) and/or licensed (LPC, LMSW, PhD, or other appropriate licensure related to treatment of substance use disorders) staff who provide services.
  • Treatment Provider will utilize State approved, evidence based curriculum and will ensure fidelity. Counselors providing group facilitation will have been trained in the specific curriculum and have obtained certification, if required.
    • Evidence-based curriculums may include but are not limited to:
      • Moral Reconation Therapy (MRT)
      • Thinking for a Change
      • Anger Management for the Substance Abuse and Mental Health Clients (SAMHSA)
      • Relapse Prevention
      • Living in Balance
      • Matrix
      • Prime Solutions
      • Seeking Safety
      • Cognitive Behavioral Interventions for Substance Abuse (CBI-SA)
    • Curriculum schedule will be determined by Treatment Services policies and in collaboration with Treatment Provider.
  • Treatment Provider shall assist in the facilitation of treatment for the various programs comprising Treatment Services. Facilitation of services will be held at set days and times based on specific programs and services will be rendered at Treatment Services’ office building or Treatment Provider location(s) depending on specific program. Group days, times, and locations are subject to change at the discretion of Treatment Services based on program needs and available resources. Any changes will be discussed with Treatment Provider in advance.
  • Treatment Provider shall provide a treatment liaison to participate on the various court teams, as assigned. The liaison will serve as the point of contact between the Treatment Provider, Treatment Services, and the court team. The liaison will attend staffing and court sessions, Probation Revocation hearings, policy meetings, etc. as assigned.
    • The treatment liaison will be provided with the dates, times, and locations for all scheduled staffing sessions, court sessions, policy meetings, Probation Revocation hearings, etc.
    • The treatment liaison will provide weekly updates to their assigned court team via email, phone, case management database, or at staff meetings. He/she will notify the court coordinator of any program infraction (ie. missed treatment sessions, missed individual treatment appointment, etc.) within 24 hours. Treatment liaison will notify court coordinator of any incident involving a participant expressing suicidal/homicidal ideations, threatening behaviors, behavior indicating that a participant in under the influence of drugs or alcohol, medical emergencies, etc. immediately via phone or email.
  • Treatment Provider shall include per hour cost of services for those participants who require additional treatment.
  • Bid shall consist of service cost to participants prorated over the course of participation in the program AND breakdown of rate per group, individual therapy session, case management session and/or non-clinical task (i.e. administrative time, attendance at staffing, etc) if billed directly to Treatment Services instead of to individual participants. Bid is to be given without drug screening included (Treatment Services will provide all drug screening services.)
  • Bid may be awarded to multiple providers at the county’s discretion.
  • Treatment Provider shall bid on providing services to both English and Spanish speaking populations depending on program needs.
  • Treatment Provider shall agree to undergo audits conducted by Treatment Services to ensure clinical and programmatic fidelity as outlined by the standards set forth by Council of Accountability Court Judges.
  • Treatment Provider reserves the right to blend participants of certain court programs as population fluctuates into alternative service based groups. This serves to enhance programming and ensure existence, specifically if the population falls below five (5) participants. This will be discussed with Treatment Services prior to occurrence.

2. General Services

  • Treatment Provider may provide counselors to facilitate group and individuals sessions for the various programs comprising Treatment Services. These sessions will take place at Treatment Services located at 2318 Browns Bridge Road, Gainesville, Georgia 30503. Treatment Services will provide all materials and curriculum required for these sessions. Counselors will report at a specified time for group preparation and will attend debriefing with staff.
  • Treatment Provider staff will input clinical notations into a specified case management database within 24 hours of service rendered. The database will be provided by Treatment Services.
  • At a minimum, provider must be able to facilitate 15 hours of group therapy (each group between 1-1.5 hours in length) weekly. Program scheduled are based on various programs within Treatment Services and are subject to change based on court need and population.

2.0    SUBMISSION OF BIDS

2.1    Complete and include all the mandatory exhibit documents shown below in 2.3. Failure to include any of the mandatory documents listed may result in disqualification. All responses must be in writing.

2.2    Bidders must submit their response in a sealed envelope clearly marked with “IFB #003-46, Counseling & Case Management Services Annual Contract” on the outside. The submittal must be signed. Faxed or emailed bids will not be accepted.

2.3    Follow these instructions carefully. Complete and return the following mandatory documents in your bid envelope.

2.4    Bidders are responsible to review and comply with any Addenda regarding this IFB that will be posted on the County website. Bidders must sign as acknowledged and return all addenda with the bid package response.

2.5    All bids must be sealed.

2.6    If a Bid Bond is required then it must be included in the bid response. – N/A

2.7    Any alternate options of additional services or deductions thereof may be included in the response; however, bidders must complete the cost worksheet as provided and enclose in the bid response.

2.8    Bids openings are open to the public. Bidders may attend, but they are not required to do so.

2.9    All bids, supporting materials, and correspondence relating to this IFB become property of the County.

2.10  Bidder bears all responsibility for expenses incurred in responding to this IFB.

2.11 Delivery. Bidders must submit bids to the following address by the deadline date and time. All deliveries must be date and time stamped. The County is not responsible for late bids due to mailing delays.
