The information provided in this Pre-Solicitation notice is to meet FAR Overhaul sections 12.202 and 5.101. This is a Pre-Solicitation Notice that is intended to result in an interested vendors list and a direct Request For Quote (RFQ) issued by the DCMA Procurement Center Contracting Officer on or around April 30, 2026. Questions and/or preliminary quotes may be submitted to the Contracting Officer below by April 22, 2026, 1700 Eastern Daylight Savings Time. Quote/Award CLIN structure is attached to this notice. The Government is not obligated to issue a formal RFQ because of this notice.

(3) Codes for services or supplies. PSC 7630, NAICS 519290.
(4) Description.
(i) The successful vendor shall provide web-based comprehensive company financial capability assessments to lower the Government’s risk of poor contract performance through access to company-provided financial statements, publicly available financial information, industry comparison studies, credit history information and market analysis information to include a comprehensive review of a company’s financial capability to support is current and future workload and assessment of the probability of a company encountering liquidity or solvency problems. 24 Licenses required.
(ii) This is a commercial product. Award will be based on how well the vendor’s proposed product technical capability will meet the Government’s need, price and past performance. All aspects of the technical specifications shall be addressed and demonstrated in the vendor’s proposed product technical capability. Failure to adequately address all technical specifications will be determined unacceptable. A submission of demonstration/testing of web-based system is encouraged. The anticipated award date is May 18, 2026 with license activation effective no later than June 1, 2026.

(vi) All responsible sources may submit a quote and will be considered.

Failure to adequately address all technical specifications will be determined unacceptable. Technical specifications are attached to this Pre-Solicitation Notice. See FAR Overhaul Table 12-2 and 12-3 for provisions and clauses, respectively, to be included in the resulting RFQ or award. RFQ or contract award may contain additional provisions and clauses.
