VILLAGE OF FRANKFORT, ILLINOIS
REQUEST FOR PROPOSALS / BIDS
RE-ROOF AND REPAIR
20602 LINCOLN-WAY LANE
FRANKFORT, ILLINOIS 60423
I. PURPOSE OF PROPOSAL
The Village of Frankfort ("Village") is seeking proposals from qualified and experienced
roofing contractors for the tear-off, repair, and re-roofing of the Police Administration
Building located at 20602 Lincoln-Way Lane, Frankfort, Illinois 60423.
The successful contractor shall furnish all labor, materials, equipment, supervision,
permits, disposal, and other services necessary to complete the work described in this
Request for Proposals/Bids ("Bid Documents").
II. BACKGROUND
The Village of Frankfort owns and maintains the Frankfort Police Department facility
located at 20602 Lincoln-Way Lane.
During the Village's annual inspection of the building, the existing roof was identified for
replacement.
The project includes removal of the existing roofing system, inspection and repair of the
underlying decking, installation of a new asphalt shingle roofing system, flashing repairs,
dormer repairs, ventilation, and associated work described herein.
The building will remain occupied during construction. The contractor shall coordinate its
activities with the Village to minimize disruption to Police Department operations.
III. SCOPE OF SERVICES
The successful bidder shall provide all labor, materials, equipment, supervision, permits,
disposal, and incidental work necessary to complete the project.
The scope shall include, but not necessarily be limited to, the following:

A. Tear-Off
Remove the existing roofing materials down to the original roof decking.
All roofing debris shall be removed from the site and legally disposed of by the contractor.
B. Roof Decking
Following removal of the existing roofing materials, the contractor shall inspect the
exposed roof decking.
The Base Bid shall include the labor and materials necessary to secure loose or buckled
existing decking.
Any decking determined to be rotten, delaminated, or otherwise unsuitable for reuse shall
be replaced with decking of the same type and thickness as the existing material.
Because the extent of concealed decking deterioration cannot be determined prior to
removal of the existing roofing, replacement decking shall not be included as a fixed
quantity in the Base Bid.
Each bidder shall provide a unit price per 4' x 8' sheet of replacement decking, including
material, labor, fastening, installation, cutting, and disposal.
For purposes of comparing bids only, the Village will use an estimated quantity of ten (10)
sheets of replacement decking. This ten-sheet quantity is an evaluation allowance only
and is not a guaranteed quantity.
Payment for replacement decking shall be based upon the actual number of sheets
authorized by the Village and installed by the contractor.
No replacement decking beyond the Base Bid scope shall be performed without prior
authorization from the Village, except where immediate action is reasonably necessary to
protect the building or occupants.

materials appropriate for the application and compatible with the existing materials.

The contractor shall take all necessary precautions to protect Village employees, Police
Department personnel, visitors, the public, and property.
The contractor shall maintain safe access to the building and shall secure the work area at
the end of each workday.

The bidder shall familiarize itself with existing site conditions, roof configuration, building
access, staging areas, existing roof and flashing conditions, dormers, internet tower
equipment, and other conditions that may affect the cost or performance of the work.
Failure to inspect the site shall not relieve the successful bidder of responsibility for
conditions that reasonably could have been observed during a site inspection.
VI. CHANGES AND CONCEALED CONDITIONS
The contractor shall promptly notify the Village of concealed or unforeseen conditions that
may materially affect the scope or cost of the project.

No additional work shall be performed for additional compensation without prior written
