1. Introduction
The City of Jonesboro Advertising and Promotions Commission is issuing this Request for
Proposal (RFP) to solicit proposals from qualified firms, consultants, or organizations to
conduct a comprehensive feasibility study for mosquito control.
The study will assess mosquito populations and disease risk, evaluate land-use impacts
(with particular emphasis on agricultural zones inside the city limits and the outskirts of
Jonesboro, AR), and provide costed recommendations for potential control strategies. The
goal is to help the city Advertising and Promotions Commission assess the viability of
expanding mosquito control efforts to enhance public health and quality of place, while
remaining cost-effective and sustainable.
2. Background
Mosquitoes are both a nuisance pest and a potential vector of mosquito-borne diseases such
as West Nile Virus, Eastern Equine Encephalitis, and La Crosse Encephalitis. Jonesboro and
the surrounding rural communities experience seasonal mosquito activity that impacts
quality of life and public health.
A feasibility study is needed to establish baseline data, define program requirements, and
evaluate options for citywide mosquito control operations.

- Classify land use such as:

o Parks and recreational areas
o Wetlands, drainage systems, and flood-prone areas
-Overlay surveillance data to identify correlations between mosquito activity and land-use
patterns.
C. Feasibility Assessment
- Evaluate potential operational structures:
o In-house City-run program
o Contracted service model
o Hybrid approaches
-Estimate capital and operating costs, including equipment, insecticides/larvicides, vehicles,
facilities, staffing, and training.
-Provide recommendations on regulatory compliance, safety, and environmental
considerations.
-Collaborate with Arkansas State University.
-Suggest community outreach and education strategies.
D. Reporting
- Provide interim data updates during mosquito season.
