Design-Build Services for

Stanly Community College

Pursuant to N.C.G.S. 143-128.1A. Design-Build Contracts, Stanly Community College is seeking proposals from qualified design-build teams interested in providing design and construction services for a new two-story instructional facility and conference area to house Public Services programs. At approximately 30,000 sf. the facility will allocate 10,000 sf. to Basic Law Enforcement Training (BLET) and Law Enforcement Training, 10,000 sf. to support services and 10,000 sf. to large multipurpose meeting rooms. The project will also include the construction of a 300ftx600ft minimum driving pad.

Scope of Work

The scope of work is to provide design and construction services for the project throughout the preconstruction and construction phases. This includes but is not limited to schematic design, design development, preliminary design, BIM modeling, construction documents, coordination with other agencies, geotechnical engineering, surveying, cost opinions during each development phase, final design (meeting State and local requirements), technical specifications, obtaining all necessary permits, scheduling, cost control, project management, constructing the facility and driving pad, quality assurance and quality control of design and construction related activities, construction management, and completing project related close-out activities.

Stanly Community College will contract separately for commissioning, special inspections, and construction material testing.

The building shall consist of construction materials designed to coordinate with existing campus buildings. Sitework includes grading, utilities, paving for new access drive and parking spaces, landscaping to meet zoning requirements, fencing for space separation and secluding mechanical systems, tree removal, and necessary changes to storm water management. Project must include all plumbing, mechanical and electrical infrastructure needed to provide a turn-key project and shall include Information Technology infrastructure including design, conduit, fiber, and low voltage wiring to termination points.

Stanly Community College will provide Owner Preferred Alternates for locks, toilet fixtures and accessories, mechanical controls, camera system, and fire system controls. All systems shall integrate into existing campus systems for operational continuity. Additionally, the College has branded logos, colors and type fonts that must be matched.

The College has completed a Phase I Environmental Assessment and property surveys. Reports will be made available as needed.

Program and Facility Requirements

The selected vendor will design and construct a new facility that meets the following requirements and preferences.

BLET & Criminal Justice Program Requirements

Programs will require 4 large classrooms, 1 multipurpose room for physical training and drills, 1 mockup apartment, 1 simulation room, 1 locker room with individual shower rooms, 4 offices, and 2 storage spaces. One storage space will be allocated for firearms and ammunition storage.

4 classrooms, each capable of holding 40 students.

State required space per student: 20 sq ft/student in classrooms; 50 sq ft/student for SCAT/CRDT/RCDT.

Lighting: 30-50 footcandles at desk level.

BLET Multipurpose Room: High ceilings, movable walls, POPAT/defensive tactics mat area, gym equipment, overhead door for vehicle entrance.

Specialized Rooms: - Mockup apartment for scenario-based training. - Simulation room (windowless) with virtual-reality technology. - Storage armory with cipher lock for firearms/ammunition. - Storage/records retention space. - Locker and shower rooms.

4 offices for faculty and staff.

Technology: Classroom A/V and simulation technology.

Multipurpose Conference Area

The multipurpose conference center will be a large open space allowing for conferences and large meetings. The space will have the ability to be divided into four smaller meeting spaces. Each configuration of this space includes A/V technology.

Student Support Services

The student support space will include offices and student spaces.

Offices: 8 offices for Student Services to include space for Financial Aid, Admissions, IT, Security, and the Business Office.

Testing Center for 10-12 students.

2 study rooms with whiteboards and computers.

2 meeting rooms.

1 large classroom plumbed for water, air, and drains (future expansion).

1 faculty/staff workroom.

Facility Requirements

1 freight elevator.

1 shipping and receiving dock.

2 IT server rooms (1 per floor).

1 faculty breakroom.

1 student breakroom.

Restrooms as dictated by code.

2 custodial closets (1 per floor).

2 custodial supplies closets (1 per floor).

Technology in each classroom, conference room, and multipurpose area.

Driving Pad

On-site driving pad will be used for BLET, law enforcement training, and CDL training.

300ftx600ft minimum with preference of 600ftx600ft, if land allows.

Fencing around driving pad.

Covered parking for training vehicles with attached storage areas for equipment and supplies.

Parking for faculty and students.

Project Budget

The total budget for design and construction of this Project is $16,850,000 with all funds supplied by OSBM grants allocated to Stanly Community College.

Project Schedule

It is the intent of Stanly Community College to have the Project complete in 2029.

State Building Commission Selection Criteria for Design-Build

Proposing firms must submit THREE (3) copies of the qualifications information package. In the interest of cost-savings to the Design-Builders, consistency of the submittals and more efficient use of time by the pre-selection committee, the qualifications information package should not include any notebooks, binders, tab, clips, etc. The format should be 8-1/2" x 11" pages stapled in the upper left-hand corner.

The qualifications information package should not exceed forty (40) single-sided pages or twenty (20) double-sided pages, not including the cover. E-mail and Fax submittals will not be accepted.

For Design-Build projects, the minimum period of advertisement shall not be less than twenty-one (21) calendar days.

The laws of North Carolina and applicable regulations of licensing boards will be observed in receiving proposals and awarding the contract. The proposing firms must be properly licensed to provide Construction Services and Design Services in the State of North Carolina.

STATE BUILDING COMMISSION - SELECTING CRITERIA for DESIGN-BUILD

In selecting the Design-Builder, the selection committee should take into consideration qualification information expressed by the Design-Builder in a package that includes the following:

Profile of each key firm on the team (design-builder, contractor(s), designer(s), etc.). Include firm history, ownership, description of services, location, staff size and record of successfully completed projects without major legal or technical problems. (10%)

Resume of each key personnel represented on the team (design-builder, contractor(s), designer(s), etc.). Identify licenses (with numbers) and qualifications. (10%)

Examples of experience in each of these areas: (10%)

Projects with scope similar to proposed project, successfully completed by team members (firms and/or personnel).

Design-Build projects successfully delivered by team members (firms and/or personnel).

Collaboration between team members (firm and/or personnel).

Examples of recent experience with estimating project cost. Include examples of design-build projects with comparison between initial design-build estimate and final cost. (15%)

Examples of recent experience with adhering to project schedules. Include examples of design-build projects with comparison between initial schedule and final delivery date. (15%)

Understanding of the project location as exhibited by past experience in the geographic area and/or with the client. Indicate team's proximity to the project area. (5%)

Quantifiable description of current workload and available resources to successfully complete this project. (5%)

Description, with examples if applicable, of process for successfully delivering this proposed project. Address each phase of project (design, pre-construction and construction). Include explanation of project team selection; practices and procedures to ensure quality; and other factors that may be applicable. The following project team selection options are permitted. The governmental entity may specify which option shall be used. If the governmental entity does not specify, the project team selection shall consist of either of the following: (20%)

A list of the licensed contractors, licensed subcontractors, and licensed design professionals whom the design-builder proposes to use for the project's design and construction. If this project team selection option is used, the design-builder may self-perform some or all of the work with employees of the design-builder and, without bidding, also enter into negotiated subcontracts to perform some or all of the work with subcontractors, including, but not exclusively with, those identified in the list. In submitting its list, the design-builder may, but is not required to, include one or more unlicensed subcontractors the design-builder proposes to use. If this project team selection option is used, the design-builder may, at its election and with or without the use of negotiated subcontracts, accept bids for the selection of one or more of its first-tier subcontractors.

A list of the licensed contractors and design professionals whom the design-builder proposes to use for the project's design and construction and an outline of the strategy the design-builder plans to use for open subcontractor selection based upon the provisions of Article 8 of Chapter 143 of the General Statutes. If this project team selection option is used, the design-builder may also self-perform some of the work with employees of the design-builder but shall not enter into negotiated contracts with first-tier subcontractors.

Certifications: (10%)

A letter, dated within the last 30 days, from your surety company, signed by their Attorney in Fact, verifying their willingness to issue sufficient payment and performance bonds for this project, on behalf of your firms or its agent licensed to do business in North Carolina, and verifying your company's capability and capacity based on your current value of work. Surety company bond rating shall be rated "A" or better under the A.M. Best Rating system or The Federal Treasury List.

HUB Participation: Describe the program (plan) that your company has developed to encourage participation by HUB firms to meet or exceed the goals set by North Carolina General Statute 143-128.2. Please explain how the firm will address minority participation in the management levels of the company. Include a HUB plan in the proposal. Provide documentation of HUB participation that the firm achieved over the past three (3) years on both public and private construction projects. Outline specific outreach efforts that your firm will take to notify HUB firms of opportunities for participation. Indicate the minority participation goal that you expect to achieve on the project.

Written certification by the design-builder that each licensed design professional included as part of the team was selected based solely on qualifications without regard to fee. Include evidence that a qualifications-based selection (QBS) process was utilized.

Additional information: Selected Design Builder will contract with the College using the Design-Build Construction Contract and the terms and conditions stated, and in addition must adhere to the Design-Build General Provisions and the General Conditions of the Contract as issued by the North Carolina Department of Administration State Construction Office.

The Public Services Building project will be constructed at 102 Stanly Parkway, Locust, NC. Land at this address as well as 16.1 acres of adjacent land recently purchased by Stanly Community College is available to be used for completion of this project.
