The Consultant agrees to hold the prices in its offer firm for 90 days from the date
specified for the receipt of offers unless another time is specified in the addendum of the

Background
FHI 360 is a nonprofit organization that mobilizes research, resources, and partnerships so
that people around the world can access the opportunities they need to lead full and healthy
lives. FHI 360 works in more than 50 countries worldwide.
“Achieving Targets and Maintaining Epidemiological Control” (EpiC) is a global health project
implemented by FHI 360 and funded by the U.S. Government from 2019 to 2027. EpiC
provides strategic technical assistance and direct service delivery to achieve control of the
HIV epidemic among all at-risk populations; strengthen global health security (GHS),
including outbreak response; expand tuberculosis (TB) screening and treatment; improve

maternal and child health (MCH); address malaria; and promote health systems
strengthening (HSS), including supply chain management.
In Colombia, EpiC works to improve timely access to and continuity of care at health centers
and community platforms; improve the quality and safety of maternal, neonatal, and child
health (MNCH) services; ensure the availability and effective management of essential MNCH
supplies and equipment; and strengthen the capacity of health centers and local health
authorities to maintain MNCH services during emergencies.
To support these activities, a communications consultant will be hired to assist with the
planning and implementation of the project’s communications activities, as well as the
development, review, and quality control of communications materials, ensuring compliance
with FHI 360 guidelines and donor requirements related to communications, branding and
marketing, visibility, and reporting.
In addition, the consultant will review communication products developed by implementing
partners to verify compliance with applicable requirements; support responses to
information requests from the U.S. Department of State (DoS); develop and review internal
and external communication materials; and contribute to the timely, accurate, and consistent
dissemination of project activities and results, in coordination with the technical, operational,
and management teams.
When required, the consultant will also support the planning and logistics of meetings, events,
and other communications activities.
Scope of Work
EpiC-MCH Colombia is seeking candidates for a consultant position (expected to last 70
days*) to support the planning and development of communications materials across
various platforms, including the development and quality control of materials and ensuring
compliance with FHI 360 and donor requirements. The consultant will also support the
management of U.S. Department of State (DoS) requests and the coordinated dissemination
of project results and activities.
* The 70 days refer to effective working days, excluding weekends and public holidays. They
will be performed within the established contract period, with the distribution determined
based on the project’s deliverables, needs, and requirements, in coordination with FHI 360.
Illustrative activities include:
• Provide strategic communications support aligned with the project’s objectives,
organizational priorities, and donor requirements.
• Develop and implement communications activities to highlight project results,
stakeholder engagement, and the effective dissemination of key messages.
• Design, develop, draft, edit, and review a wide range of communications products,
including reports, presentations, briefing papers, newsletters, fact sheets, digital
content, and other institutional materials.

• Provide editorial guidance and support to internal teams to ensure the accuracy,
clarity, consistency, and appropriate tone of communications materials.
• Ensure that communications products comply with donor branding, visibility, and
communications requirements.
• Support communications activities related to events, outreach initiatives, meetings,
and other stakeholder engagement activities.
• Coordinate with project teams to develop communications materials that effectively
highlight the organization’s activities, achievements, and priorities.
• Perform other communications-related activities within the scope of the consultancy,
as needed.
Deliverables
Specific terms of reference for the consultancy, including specific activities, expected results,
and the estimated level of effort (LOE), will be developed once the candidate has been
evaluated and selected. Potential expected results may include:
• Development of communications materials, including reports, presentations,
informational documents, newsletters, fact sheets, and digital content.
• Design and editing of maternal and child health care protocols.
• Editing of training materials for health sector personnel.
• Development of communications materials highlighting the results of program
activities.
• Development of key messages for strategic meetings.
The language of each deliverable will be determined based on its target audience, whether
the donor, partners, or local entities. Where appropriate, some materials may require
versions in both languages.
Location of Work: The candidate must reside in Colombia and have experience in
developing communication strategies and products for international cooperation projects.
Travel: Occasional domestic travel may be required to support project activities, meetings,
workshops, field visits, outreach activities, and donor-related events.
Domestic travel expenses required during the consulting engagement, including
transportation, lodging, and per diem, will be covered and/or reimbursed by FHI 360 in
accordance with its applicable travel policies and procedures. The necessity and scope of
such travel will be determined based on the project’s needs and should not be included in
the proposed daily rate.

Qualifications:
• Education/Area of Specialization: Communications, Journalism, Public Relations,
Strategic Communications, or a related field.
• Language: Strong written and verbal communication skills in English and Spanish,
with the ability to develop clear, accurate, and audience-appropriate
communications materials.
• Experience:
o Professional experience in communications, public relations, journalism,
strategic communications, or related fields.
o Experience providing communications support to international development
programs, humanitarian assistance, the public sector, or donor-funded
programs.
o Experience supporting programs funded by the U.S. Government, including
projects funded by the U.S. Department of State, is highly valued.
o Proven experience in developing communications materials for institutional,
technical, and external audiences.
o Experience working with multidisciplinary teams and supporting
communications needs across different functions.
Evaluation Criteria: The consulting contract will be evaluated based on a combination of
qualifications, availability, and proposed daily rate.
Required Documentation: Proposals must include the following components:
• Cover letter that includes:
o The consultant’s relevant experience related to the work and results described
in this request for proposals. Specifically, the applicant must address:
Knowledge of communication strategies for international cooperation
and development projects.
Experience in developing, reviewing, and managing institutional
communication products, ensuring compliance with communication
guidelines, branding and marketing standards, visibility requirements,
and other donor requirements.
Experience coordinating with technical teams, management, and
implementing partners to plan and implement communication
activities.
Experience developing communication content and materials for
internal and external audiences, as well as addressing the donor’s
information and reporting requirements.
o Availability to provide consulting services through March 31, 2027
o Proposed daily rate. The proposed daily rate must be quoted in Colombian
Pesos (COP), and any resulting contract will also be denominated in COP. The
proposed rate must be reasonable and consistent with local market conditions
and the scope of the consulting services. The final consulting fee will be

reviewed against market benchmarks and, if necessary, negotiated in
accordance with the principles of cost reasonableness.
The proposed daily rate will be evaluated based on the consultant’s experience
and qualifications, the scope of services, and applicable market rates, in
accordance with the principles of cost reasonableness.

These examples may include presentations, informational documents, newsletters,
digital content, and others.
o When previous work is subject to confidentiality agreements, the applicant
may submit links to publicly available materials, redacted versions, or
excerpts, provided that they allow for an assessment of the applicant’s
relevant experience. The applicant is responsible for obtaining the necessary
authorizations and ensuring that such submission does not violate any
confidentiality obligations or the rights of third parties.
Technical and financial proposals may be submitted in English or Spanish. The technical
proposal must demonstrate an understanding of the consultancy requirements, and
proficiency in English may be considered when evaluating the required competencies.

awards based on the solicitation activities
