The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control and Communications Program Office (PMA-271), intends to issue a firm fixed-price Purchase Order for the re-application of EF-5992 sealant on Left Hand (LH) Rear Spar Station (RSS) 438 and RSS 615 areas and Right Hand (RH) RSS 293, RSS 438, and RSS 615 areas in the #1, #3, and #4 Main Tanks on E-6B aircraft BUNO 164407 under Simplified Acquisition Procedures (SAP) in accordance with Federal Acquisition Regulation (FAR) Part 13.5.
The statutory authority permitting this sole source action is 41 U.S.C. 1901(a)(2), Simplified acquisition procedures – a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). This scope must be completed by 13 October 2025 as to not impact critical maintenance activities. Performance Aircraft Services, Inc. (PASI) is the only source capable of meeting this timeline as they are currently on-site working similar effort on this aircraft and have the requisite experience and familiarity to perform this work. This notice is for informational purposes only.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a competitive solicitation will not be issued. However, the Government will consider all capability statements, proposals, or quotations received within fifteen (15) days after the publication date of this synopsis. A determination by the Government not to compete the subject effort is solely within the discretion of the Government.
