Brief Description of Supplies/ Services required and the intended use/Estimated Amount: NCO 15 intends to place a sole source firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) service contract with five (5) ordering periods for usage of 30 parking spots at the Metropolitan Square Parking Garage. The St. Louis VA Research & Development Service located in St. Louis, Missouri will be relocating to the building known as One Metropolitan Square @ 211 N. Broadway, St. Louis, Missouri 63102. St. Louis JC Research & Development requires parking spaces for Research & Development employees as well as visitors within a two (2) block radius due to the increased crime rate in that area. The need is for up to a total of 30 parking spaces with the option to increase that number should the need arise in a covered and secure garage.
The total estimated cost for the proposed action is $243,342.00 for all five (5) ordering periods.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: St. Louis JC Research & Development requires parking spaces for Research & Development employees as well as visitors within a two (2) block radius due to the increased crime rate in that area. The need is for up to a total of 30 parking spaces with the option to increase that number should the need arise in a covered and secure garage.

The station provided quotes from Kiener East Parking Garage & SP Plus LLC. A quote was also requested from Kiener East Parking Garage. A quote was received on October 25, 2024 from Laura Hunter regarding Kiener East Parking Garage under the business name Kiener East (Large Business), which indicated there was no monthly rate per parking spot needed. Listed under Employee Parking the quote states Parking will be made available via the iParkit program available via the app store and google play & cannot be paid for via contract. Therefore, Kiener East Parking Garage is no longer being considered. No updated quote was requested for that reason alone.

As a result, a quote was received from SP Plus LLC (Large Business), which owns Metropolitan Square Parking Garage, which was determined to be the only viable parking option within the 2-block radius of the R&D office. SP Plus LLC was deemed to be the only source capable of providing the services necessary that allowed payment via contract.

Description of market research conducted and results or statement why it was not conducted: A search using NAICS code 812930, Location: Missouri, and zip code: 63102 resulted in zero (0) possible vendors. A search using keyword(s) Parking Services , Vendor Type: All, Contracting Agency Name: Veterans Affairs, Department of , No Fee, Firm-Fixed Price, All small business categories, and all Product or Service codes resulted in zero (0) possible vendors.
A Sources Sought was posted to Contracting Opportunities using RFQ # 36C25525Q0145 on 1/22/2025 with responses due by 1/28/2025. Two (2) responses were received but only one submitted a capabilities statement and

was deemed capable, Consulting Herr LLC d.b.a. Paper Route Logistics. Deemed incapable were BHPE LLC.
Consulting Herr LLC is considered small business under NAICS 812930 & found to be capable of fulfilling this requirement. Consulting Herr LLC offered a potential location of Central Downtown Parking Garage at 7th & Pine stating it is within 15-minute the walking distance . According to https://dsbs.sba.gov, there are NOT any SBA verified certifications for Consulting Herr LLC. However, this location is significantly further than the recommended sources from the station and increases the potential for encountering criminal activity.

BHPE LLC was deemed incapable as no capabilities statement or potential location was submitted. The e- mail stated you can request a capabilities statement directly from our website . However, there is no way to verify they are a capable vendor. According to https://dsbs.sba.gov, SBA verified certifications show this is a SDVOSB.

Two (2) recommended covered parking garages with attendants were submitted by the station, Metropolitan (Met) Square Parking Garage & Kiener Plaza East Parking Garage. The Met Square Parking Garage has the following advantages over Kiener Plaza East Garage: direct access from the parking garage to the One Metropolitan Square building where VA Research & Development will be leasing office space thus reducing staff and visitor exposure to both the weather and the potential to be accosted while traveling between the parking garage & their offices. Due to the increase in crime for this specific area, this is a major concern. As well as the added convenience of taking an elevator from the parking area directly to the leased office space. Kiener Plaza East Garage, although within walking distance, would allow for exposure to the increased crime in this location as staff and visitors would have to walk from the garage outside and over to One Metropolitan Square.

Kiener East Parking Garage is no longer being considered due to only accepting individual payment through the iParkit application according to the quote date October 25, 2024 as stated above. Therefore, the Metropolitan Square Parking Garage is the only viable option that is covered and secured within the radius listed in the Statement of Work (SOW).

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The purposed vendor, SP Plus LLC (Large Business), is the only vendor suitable to meet the R&D Departments requested parking services needs for St. Louis VAMC. No other parking garage was found within the two (2) block radius that provided a covered parking garage with a minimum of 30 available parking spaces that is considered a secure parking garage as stated in the Statement of Work (SOW). Any other relevant factors including those "involving the safety of employees using public transportation." Safety of St. Louis public transportation is always a concern with employees who do not feel comfortable utilizing the bus system given the number of safety issues publicized over the past year. The Contracting Officer has conducted price analysis for the subject parking lot and determined that the pricing is fair and reasonable. The Contracting Officer will provide a determination of fair and reasonable pricing independent of this document before contract award.
