Pursuant to N.C.G.S. 143-128 and 143-129, sealed bids endorsed “Union Station Roof Replacement,
FB2570” will be received by City/County Purchasing and opened publicly at the location, date and time
listed above. The City reserves the right to reject any or all proposals. Should less than three bids be
received, the project will have to be re-advertised.
Bidders must be properly licensed as required by Chapter 87 of the North Carolina General Statutes. A 5%
Bid Guarantee is required to accompany a bid. The awarded contractor will be required to provide 100%
Performance & Payment Bonds.
For instructions on submitting proposals, or to obtain the complete bid package, ontact Russell Frye at
russellf@cityofws.org (preferred) or 336-747-6933 during normal business hours. Bidders are
encouraged to carefully read and understand the contents of the Bidding Documents. The bid
documents include this IFB, technical specifications, and drawings.
Scope summary: This project will remove and replace the existing membrane roof system with a cold
adhesive applied modified bituminous membrane system and address all other elements as noted in the
attached technical specifications.

** NOTICE OF PRE-BID **
A MANDATORY pre-bid conference will be held at 10:00 AM, September 9, 2026, at Union
Station, 300 S. Martin Luther King Jr. Blvd. Meet in the circle at the main building entrance. Please
park in the upper parking lot on Excelsior Street (no cost) – don’t block the Bus Stop in the circle drive!
The purpose of this conference is to summarize the scope of work involved and to explain the City’s bid
process related to this project. Staff will be present to answer questions. The City will not consider bids
from companies who do not have a representative present at the pre-bid and/or who fails to record their
attendance on the sign-in sheet.
