Procurement Method: Open acquisition whereby all interested Suppliers may submit a Proposal.

Description:
This Request for Proposals (“RFP”) issued by Algoma University invites qualified Proponents to submit Proposals for the fabrication and installation of Exterior Signage and Environmental Graphics (ESEG) at its Brampton campus.

The scope of work includes all labour, materials, equipment, and services necessary to fabricate and install exterior signage and graphics, as further described in the RFP, including:
  • Fabrication, supply, delivery and installation of all exterior signage and graphics as defined in Appendix 8 – Exterior Signage and Environmental Graphics Package.
  • Provision of samples/prototypes of finishes, lettering, and tactile features for AU approval prior to production.
  • Collaboration with AU’s project designer to ensure alignment with AU’s branding, accessibility, and wayfinding standards.
  • Removal and responsible disposal of any existing exterior signage.
  • Provision of warranties on materials and workmanship.

All work must be performed in accordance with the Accessibility for Ontarians with Disabilities Act (AODA), Ontario Building Code, and Algoma University’s internal accessibility and branding policies.

Site Visit:
A site visit to AU’s Brampton Campus will be held on August 27, 2025. Proponents are strongly encouraged to attend. Details are available in the RFP document.

Conditions for Participation:
Stage I will consist of a review of Mandatory Requirements (Appendices 1–4, insurance, and WSIB clearance). Proposals that pass will proceed to Stage II Rated Criteria.

Mandatory Submission Requirements:
  • Appendix 1 – Submission Form

  • Appendix 2 – Rate Bid Form (Excel only)

  • Appendix 3 – Form of Agreement

  • Appendix 4 – Similar Project Form

  • Appendix 5 – Mandatory & Rated Requirements Questionnaire (Excel only)

Rectification will be permitted for limited deficiencies (signature, missing pricing, missing references, etc.) by the rectification deadline.

Scored Submission Requirements:

Proponents that “Pass” Stage I - Mandatory Criteria will move on to Stage II. Proponents that do not “pass” (answer “yes” to all criteria) will not move on to Stage II.
Stage II – Rated Criteria (60 points total):
  • Project Understanding (15)

  • Firm Background (10)

  • Similar Projects (15)

  • IEDI Practices (5)

  • Approach & Methodology (15)
Stage III – Pricing (40 points)
Total = 100 points

Suppliers must achieve a minimum of 60% in Stage II to proceed to Stage III.

This procurement is covered by Chapter 5 of the Canadian Free Trade Agreement (CFTA).

Services Delivery Date: It is anticipated that the Agreement will be executed by October 15, 2025, with services commencing shortly thereafter.
Duration of Agreement: The initial term of the Agreement will be for twelve (12) months, with an option to extend for an additional twelve (12) months under the same terms and conditions, at the sole discretion of Algoma University. The total Agreement term shall not exceed twenty-four (24) months.

Negotiation:
At the end of the evaluation process, AU may identify one or more Suppliers with whom it wishes to enter into negotiations, by written notification.

Responses must be submitted in English.
