The US Army Corps of Engineers, Walla Walla District is seeking small business sources for HVAC Troubleshooting, Repair, and Maintenance Services (Blanket Purchase Agreement). The work is located within USACE Walla Walla District to include work in Idaho, Oregon, and Washington.

The North American Industry Classification System (NAICS) code for this project is 238220, Plumbing, Heating and Air-Conditioning Contractors, and the associated small business size standard is no more than $19,000,000 in average annual receipts.

This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Further information regarding this project will be available through SAM.gov upon release of the solicitation. The solicitation will include sustainability clauses as appropriate for the project.

Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement.

All interested offerors are required to provide the following:

   A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value, and the completion date. Include a statement detailing any special qualifications and certifications applicable to the scope of this project, held by your firm and/or in-house personnel.

   A reference list for each of the projects submitted in 1) above. Include the name, title, phone number, and email address for each reference.

   
   


3. 
   

   A statement of your firm's business size (Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, 8(a), Small Disadvantaged Business, or Women-Owned Small Business) with regard to the NAICS code listed above.

   A statement that your firm intends to submit an offer on the project when it is advertised.

   Confirmation that your firm can comply with FAR 52.219-14 (Limitations on Subcontracting) by performing at least 50 percent of the cost of contract performance incurred for personnel with its own employees or similarly situated entities.

a. Given the wide variance in equipment in the scope (from wall-mounted PTACs to 1,500-ton industrial water-sourced heat pumps), what is your firm's core competency? For which systems do you primarily rely on in-house technicians versus sub-contractors?

b. Do your in-house technicians hold specific OEM (Original Equipment Manufacturer) factory certifications for large-tonnage industrial systems (e.g., Trane, Carrier, York, Daikin)? If so, please list them.

c. When utilizing sub-contractors for specialized or heavy industrial HVAC repairs, how do you vet their qualifications, safety compliance, and workmanship?

d. For critical industrial HVAC failures, what is your standard emergency response time for having a qualified technician on-site?

e. How do you manage your supply chain and parts sourcing to minimize downtime for legacy or highly specialized HVAC equipment?

f. For a Blanket Purchase Agreement of this nature, what pricing structures are most standard and efficient for your firm (e.g., fully loaded hourly rates for different technician labor categories, standard markups on parts/materials, flat rates for preventative maintenance)?

g. Are there any industry standards, commercial practices, or specific terms and conditions we should consider including in this BPA to make it more attractive to highly qualified vendors?

SUMMARY OF SCOPE OF WORK:

HVAC Troubleshooting, Repair, and Maintenance Services (Blanket Purchase Agreement)

1. 
   

   GENERAL OBJECTIVE
   
   The purpose of this Blanket Purchase Agreement (BPA) is to establish agreement terms for providing comprehensive troubleshooting, repair, and preventative maintenance services for various heating, ventilation, and air conditioning (HVAC) systems.

   
   


2. 
   

   SCOPE OF SERVICES
   
   The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform troubleshooting, repair, and maintenance on HVAC systems as defined in individual call orders. All work shall be performed in accordance with industry standards, manufacturer specifications, and applicable local, state, and federal regulations (including OSHA safety standards).

   EQUIPMENT COVERED
   
   The scope of work applies to, but is not limited to, the following types of HVAC equipment and systems:

  Heat Pumps (Standard): Residential and commercial heat pump systems with capacities up to 10 tons (120,000 BTU/hr).

  
  


• 
  

  Large Water-Sourced Heat Pumps: Industrial facility water-sourced heat pump systems with capacities of up to 1,500 tons.

  
  


• 
  

  Split Systems: Both ducted and ductless split-type HVAC units.

  
  


• 
  

  Mini-Splits: Ductless mini-split systems of various capacities.

  
  


• 
  

  Roof-Mounted Packaged Units: Commercial packaged heating and cooling units located on rooftops.

  
  


• 
  

  Packaged Terminal Air Conditioners (PTAC): Hotel room-style wall-mounted units.

   DESCRIPTION OF TASKS

   
   

• 
  

  Troubleshooting & Diagnostics: Identify the root cause of equipment failures or performance degradation. Provide a detailed diagnostic report and repair estimate prior to commencing repair work.

  
  


• 
  

  Repair Services: Perform authorized repairs to restore equipment to full operational status in accordance with the Original Equipment Manufacturer (OEM) specifications. This includes repairing or replacing defective components, recharging refrigerants, and fixing electrical connections.

  
  


• 
  

  Preventative Maintenance: Conduct routine maintenance tasks such as cleaning coils, replacing filters, checking refrigerant levels, lubricating moving parts, inspecting electrical components, and verifying thermostat operations to ensure optimal system efficiency and longevity.

   PERFORMANCE REQUIREMENTS

  Qualified Personnel: All technicians performing work under this BPA must be properly licensed and certified (e.g., EPA Section 608 certification for refrigerant handling) to work on the specified equipment.

  
  


• 
  

  Teaming and Subcontracting: The prime Contractor is responsible for assembling the required expertise for each job. As required by the complexity or specific technical needs of the equipment, the Contractor shall team up with the appropriate, specialized sub-contractors needed to successfully service the units identified in any individual BPA call order.

  
  


• 
  

  Workmanship: All repairs and maintenance shall be completed to a professional standard, leaving the work area clean and free of debris upon completion.

  
  


• 
  

  Reporting: The Contractor shall provide written service reports for each visit detailing the equipment serviced, issues found, actions taken, parts replaced, and recommendations for future maintenance.
