Ohio Department of Health-DOH56698-Bureau of Maternal Child & Family Health-WIC Program Investigative Services-RFP

In accordance with federal requirements, Ohio WIC (Women, Infants & Children) is required to perform compliance activities at a minimum of 5% of the approximately 1,000 Ohio WIC authorized retail vendors/pharmacies each federal fiscal year (October 1-September 30). Approximately 10 compliance buys will be conducted each month of the contract. See Attachment A for a list of the stores authorized by county.

The BMCFH (Bureau of Maternal Child & Family Health) aims to contract with a vendor to perform investigative services/activities of a covert nature at WIC authorized retail vendors or pharmacies in all eighty-eight (88) counties in Ohio. Covert buys can be done in any county with limited advanced notice. Undercover compliance buys are conducted by investigators that act as WIC participants. These compliance buys are done to ensure retail vendors/pharmacies are compliant with state and federal regulations. When a vendor is found to be non-compliant, Ohio WIC must act in accordance with Ohio Administrative Code (OAC) and federal regulations. These actions can include warnings, civil money penalties and up to, and including disqualifications from the Ohio WIC program.

ODH posting an amedment second round of the solicitation to ensure the most competitive and cost-effective proposals that align with the project's requirements and budget are received.

Offerors will need to review the attached RFP DOH56698 SRC0000029314. Each Offeror must submit a technical proposal and cost proposal as part of its total Proposal before the opening time on the Proposal due date. Further, the Offeror must title the electronic files with “DOH RFP #SRC0000029314/DOH56698 - Technical Proposal” and "DOH RFP #SRC0000029314/DOH56698 - Cost Proposal” as appropriate. We also ask bidders to complete the attached cost template form.
