Overview
Summary

Purpose – The San Bernardino City Unified School District (SBCUSD) is seeking comprehensive cybersecurity solutions through multiple procurements that include a district-wide Application Vulnerability Patch Management system, a Network Access Control (NAC) solution, a centralized DHCP/DNS/IPAM (DDI) system with integrated cybersecurity capabilities, and a Managed Next-Generation Extended Detection and Response (XDR) with Email Security. Each solution must be compatible with SBCUSD’s large and diverse multi-platform environment, which spans over 150,000 devices across 85+ school and administrative sites. The Patch Management system must automate vulnerability detection, prioritization, patch deployment, and reporting across Windows, macOS, Linux, iOS, Android, and Chrome OS environments, and meet CIS and NIST security benchmarks. The NAC solution (preferably Aruba ClearPass or equivalent) must securely manage network access with agent-based and agentless support, integrate with existing infrastructure (Cisco, HPE, Fortinet, Crowdstrike, etc.), and provide role-based access, posturing, and policy enforcement. The DDI solution must offer high-availability DHCP/DNS services, robust IPAM functionality, DoH/DoT support, and advanced DNS-layer security features to enhance visibility and control over network resources. Meanwhile, the XDR and Email Security solution must include AI-powered real-time threat detection, response, sandboxing, phishing protection, and SOC-as-a-Service capabilities, while integrating with MDM, firewall, and cloud platforms (Google Workspace, Microsoft 365, Azure, AWS). All solutions require vendor-led implementation, configuration, professional training, ongoing support, and compliance with FCC cybersecurity pilot program reporting. The District prioritizes minimal operational disruption, seamless transitions, and long-term scalability across its hybrid on-premises and cloud environments.

Background

The San Bernardino City Unified School District (SBCUSD) is the seventh-largest public school District in California with an average enrollment of about 44,000 students. SBCUSD encompasses 105 square miles in the center of San Bernardino County, consisting of small schools in rural mountain and foothill communities and larger suburban schools in valley flatland areas. The District operates 49 elementary schools, 11 middle schools, and 10 high schools. In addition, the District operates a continuation school, community day school, independent study schools, charter schools, and adult education and preschool programs.
