This Addendum #1 amends or supplements Request for Proposals (RFP) 26500005 as indicated below.

  1. RFP Question Submission Deadline has been extended to November 11, 2025, 5:00 PM
  1. Included as Addendum No. 1 – Attachment 1A is the Pre-Proposal Meeting Minutes.
  1. Included is Addendum No. 1 - Attachment 1B (RFP Attachment C Concept Plan).   Please replace the attached version with the original version issued.  This Concept Plan is a 22”x34” sized version, which can be printed on 11”x17” paper.
  1. GIS Mapping Data

Included with this Addendum is site information the Town has available as part of the Town’s GIS system.  This .zip file is being provided for your review, use and for a better understanding of the site conditions.  Please contact the Town if you have questions.  The following Link will provide you access to this data:

Post Meeting Questions Received:
Question No. 1: We assume since this project will be under the Town of Christiansburg jurisdiction, the
Town will likely require a third-party plan review during the permitting phase of the project. If a third-
party plan review will be required, will the Town contract directly with a third-party plan review
company for that service or do you want our design team to include the third-party plan review service
in our proposal?
Answer: The site plan will be reviewed and approved by the Engineering and Planning Departments
before any permit issuance. Building Plans will be received and reviewed through the Building
Department. Consultants will be required to include third-party review services in your proposal
response as part of their project team.
Question No. 2: At the Pre-Proposal meeting there was a question about the dry creek bed at the
north end of the property. Is this considered a waterway, will additional environmental studies need
to be performed? Would this work be done be the selected A&E?
Answer: There is nothing out of the normal range of jurisdictional wetlands determination and / or
ACOE permitting requirements that the Town anticipates for this project. This will fall under the DEQ
designation of a manmade channel with respect to the stormwater regulations. It is in an unregulated
500-year floodplain. The Town does encourage the civil teams to visit the site to observe the channel
and site conditions.
Question No. 3: Pages 1112 of the RFP detail the Required Order of Submission, including the
Response to RFP EOI Items 711. Could the Town please confirm whether this response should be
presented as a standalone section or integrated within the proposal where most appropriate as stated
in Section VIII.A.6, even if that deviates from the listed order? Specifically:
a. Item #7 refers to SF330 Part I, Section H - Additional Information, which typically concludes
SF330 Part I. Should this remain within SF330 Part I or be separated as part of the EOI response
section?
Answer: Please include this information as a part of and within SF330 Part I.
b. Item #10 allows for two additional pages. May these pages be placed anywhere in the proposal,
such as within the Understanding of Scope of Work section?
Answer: Yes, these pages may be placed within the proposal as the Consultant has the need.
c. Item #11 is the Certification Regarding Debarment, which is also listed last in the Required
Order of Submission. Can this form be placed at the end of the proposal with the additional
Attachment E required forms?
Answer: Yes, placing this form at the end of the proposal will be acceptable.

Question No. 4: Are covers, tabs, or dividers permitted?
Answer: Yes, these are permitted.
Question No. 5: The RFP states that “Only Sections F and H may include pictures/graphics.” Could the
Town please confirm whether this restriction applies to the Understanding of Scope of Work section as
well?
Answer: Pictures or graphics will be allowed when addressing “Understanding of Scope of Work” when
doing so clarifies a point or idea.
Question No. 5, cont. : Additionally, could the Town clarify what is considered a “graphic”? Does this
include visual elements such as call-out boxes or icons?
Answer: A graphic is any image, drawing, or visual element, relative to the project, created to make
information easier to understand.
Question No. 6: Item #7 of the SF330 Part I, Section H requests a response to the Consultant Short List
Score Sheet. Is this referring to the VDOT score sheet? If so, how would the Town prefer proposers to
respond to this item?
Answer: Please eliminate the item, “Responses to Consultant Short List Score Sheet”, from the list. No
response to this item is required.
Question No. 7: Item #12 of Section VIII.C refers to the Subcontracting of Non-Professional Services
and states that offerors must “clearly indicate in EOI” if such services will be subcontracted. Could the
Town please clarify what specifically is expected to satisfy this requirement? Would a general
statement confirming compliance with the requirement be sufficient?
Answer: If non-professional services estimated to be greater than $5000 are anticipated to be
outsourced, list the subject subcontractor(s) as part of your team documentation, including the scope of
work for each, their name, and their role. If these services are anticipated to be in-house, a general
statement attesting compliance with this is acceptable.
