Brief Description of Supplies/ Services required and the intended use/Estimated Amount: $57,939.25
Stroboscopy system replacement is needed in the ENT Clinic to accurately visualize patient's throat, vocal folds, and airways.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Washington DC VAMC currently owns Olympus stroboscopy systems and is replacing only one unit. It is critical that the facility purchases the same stroboscopy system that they are currently using in the clinic to provide the same standard of care in each room for each patient while ensuring compatibility with the current systems used in this modality of care. Additionally, the associated scopesare is under a preventative maintenance service contract with the OEM Olympus. Procuring a different system would result in increased costs to pursue a separate maintenance contract, training of staff, and risk standard of care for our veterans.
Description of market research conducted and results or statements of why it was not conducted: Contracting Officer searched GSA Advantage and Ebuy. The contracting officer also did internet searches. It does not appear that any small firm in the USA manufactures this specialized system. The NAICS, however, does not have a small business-class waiver i.e. 339113 Surgical Instruments and Supplies as this is a highly specialized piece of surgical equipment. The item is a COTS item.
