Amendment 01:



This amendment is being issued to revise the Statement of Work and attach two additional documents, as follows:



a. The SOW has been revised to correct Section 7.3 due to not taking into consideration door clearance in room 2 and 6. In Section 7.3 it is now updated to “Trim rubber flooring in rooms 2 and 6 for door clearance and install transition strips at the flooring edges to prevent tripping.”



b. All questions and answers have been posted within this Amendment.



c. The Rubber Mat Floor Plan version 2 has been posted within this Amendment to include the square footage of each room/hallway.



d. All other items remain unchanged.

This is a combined synopsis/solicitation to replace existing fitness center rubber flooring with new rubber flooring by 47 Contracting Squadron at Laughlin AFB, TX in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number "FA3099-25-Q-1009, Building 362 Fitness Center Replace Rubber Flooring" is hereby issued as a Request for Quotation(RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.



The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered per the Statement of Work (SOW). The following factors, technical approach and price, will be used to evaluate offers with price being more important:

Factor 1: Technical Approach




  • Description: This factor evaluates the offeror's understanding of the requirements, the feasibility and effectiveness of their proposed approach, and the quality of their proposed installation plan.

  • Subfactors:

    • Subfactor 1.1: Understanding of the Requirements:

      • Evaluation Criteria:

        • Demonstrates a clear understanding of the project requirements, including the different flooring types, preparation needs, and installation procedures.

        • Addresses the specific challenges of working in an active fitness center and minimizing disruption to operations.





    • Subfactor 1.2: Installation Plan:

      • Description: Evaluates the offeror's proposed plan for installing the flooring, including the sequence of work, the methods and equipment to be used, and the schedule for completing the project within the required timeframe.

      • Evaluation Criteria:

        • Demonstrates the use of appropriate equipment and techniques for the specific flooring materials and site conditions.

        • Provides a realistic schedule that meets the 30-working-day completion requirement, taking into account the phased approach.

        • Includes a plan for managing and disposing of demolition debris and waste materials in accordance with environmental regulations.





    • Subfactor 1.3: Quality Control:

      • Description: Evaluates the offeror's plan to ensure quality and conformance to specifications.

      • Evaluation Criteria:

        • Describes a comprehensive quality control process to ensure the flooring is installed correctly and meets all specifications.

        • Outlines procedures for inspecting the work, identifying and correcting defects, and verifying that the flooring is properly adhered and finished.









Factor 2: Price




  • Description: This factor evaluates the offeror's proposed price for the project, including all materials, labor, equipment, and other costs.

  • Evaluation Criteria:

    • Price Reasonableness: Is the proposed price reasonable compared to other proposals received.





This acquisition will be a small business set aside under the North American Industry Classification System code 238330 with a small business size standard of $19,000,000.00. This acquisition is 100 Percent small business set-aside and will hereby be solicited as such. Funds are NOT presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.



The 47 CES at Laughlin AFB, TX, is seeking to replace rubber flooring for the Laughlin AFB Fitness Center Building 362 in accordance with the SOW.





Ensure all of the following items are addressed in your quotation:

1) CLIN breakdown: CLIN 0001 will be material and incidentals cost only and CLIN 0002 will be labor cost only.

2) Any applicable prompt payment discounts terms

3) Length of time quote is valid (Quote shall be valid until 30 July 2025)

4) Contact information for individuals authorized to provide pricing information

5) Commercial and Government Entity (CAGE) code for System for Award Management (SAM). Offerors shall include with their offer a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services (May 2024) and Alt I (Feb 2024). An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.

Although this RFQ package contains all items necessary so that Quotes can be submitted, an optional site visit will be made available on June 10, 2025 at 1:00PM (CDT). Any offeror that is interested in attending the optional site visit must submit notice of intent and all required information (EAL) for the site visit by 1:00PM (CDT) on June 09, 2025. An email will be sent with the official date of the site visit, if and only, we received the above information.

If a site visit is held, all questions must be submitted one days after the site visit. If there is no site visit, all questions relating to the solicitation are due by 1:00PM (CDT) June 11, 2025.
