Description

This is a Pre-Solicitation Notice of a proposed contract action in accordance with (IAW) Federal Acquisition Regulations (FAR) 5.201 and this announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center, Bombers Directorate (AFLCMC/WBD), Wright-Patterson Air Force Base, Ohio. The Government intends to award a sole source contract to the Raytheon Company (El Segundo, CA) in support of the B-52 Radar Modernization Program (RMP).



AFLCMC/WBD proposes to award by means of other than full and open competition, a sole source contract to the Raytheon Company for the production and sustainment of non-commercial modernized Active Electronically Scanned Array radars that meet the warfighters requirements for the B-52 weapons program.



The authority permitting other than full and open competition is U.S.C.§ 3204(a)(1), as implemented by FAR 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.”



A sole source contract action is necessary as an award to any other source would likely result in unacceptable delays in fulfilling agency requirements and substantial duplication of cost to the Government that is not expected to be recovered through competition. The approved sole source justification will be made available IAW FAR 6.305.



This requirement will fall under the North American Industry Classification System Code (NAICS) 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Size standard is 1,350 employees. Product Service Code (PSC) 5841 - Radar Equipment, Airborne.



Anticipated Contract Award Date: August 2026



Please note, this NOCA does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. A sole source procurement is anticipated IAW 10 U.S.C.§ 3204(a)(1).



An Ombudsman has been appointed IAW DAFFARS 5352.201-9101 and does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.



Before consulting with an Ombudsman, interested parties must first address their concerns, issues, and/or disagreements to the Contracting Officer for resolution. Consulting an Ombudsman does not alter or postpone the timelines for any other processes. If a resolution cannot be made by the Contracting Officer, the interested party may contact the Ombudsman. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer.
