Acquisition Description:
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with iPharmaSupports LLC.
The National Institute of Health (NIH) currently uses medical/hospital equipment that needs to be maintained in good working order. Thus, the NIH requires preventative maintenance and Operational Qualification Services for the existing PET Department TRASIS Radiosynthesis Modules. Preventive maintenance (PM) of each instrument is necessary to maintain it in proper operating condition and to install updates and improvements.
iPharmaSupports LLC is the sole vendor authorized by the manufacturer TRASIS to provide these services in the USA and is the sole vendor capable of providing these services for these modules. Thus, only they can provide the necessary Original Equipment Manufacturer (OEM) standard services and parts to maintain the equipment in optimal working order. Since updates are needed, they should also be the only vendor authorized to provide OEM updates. Thus, iPharmaSupports is the proposed sole source vendor because the manufacturer TRASIS of the existing TRASIS Radiopharmaceutical equipment has given iPharmaSupports sole authorization and factory training to perform these services.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
