RESPONSE FOR: 2027 Green Bay Trail Phase III Construction Engineering Services, per the specifications

GENERAL TERMS AND CONDITIONS
Section 1: Intent
It is the intent of the Village of Glencoe ("Village") to select a qualified engineering consultant
("Consultant") through a Qualifications Based Selection (QBS) process to provide Phase III construction
engineering services for the 2027 Green Bay Trail Project. The project is funded in part through the Illinois
Transportation Enhancement Program (ITEP), and the selected Consultant shall perform all services in
accordance with applicable Federal Highway Administration (FHWA), Illinois Department of Transportation
(IDOT), and Village requirements.
This procurement is qualifications based. Consultants shall not submit a fee, hourly rate schedule, or cost
proposal with the Statement of Qualifications. The Village will evaluate and rank firms based solely on
qualifications and the evaluation criteria identified in this RFQ. Following ranking, the Village will negotiate
a final scope of services, staff hours, and fair and reasonable compensation with the highest-ranked
Consultant. If agreement cannot be reached, the Village may terminate negotiations with that firm and
begin negotiations with the next highest-ranked Consultant.
Section 2: Evaluation/Acceptance of Responses
The Village will review all responses and evaluate them based upon the evaluation criteria described within.
Following the review and evaluation of responses, the Village will contact a select number of Consultants to
schedule interviews to further discuss qualifications. Following interviews, the Village will commence
contract negotiations with the highest-ranked firm.

Section 4: Additional Information and Technical Questions
Consultants are invited to submit a letter of intent to jtigue@villageofglencoe.org. Consultants submitting a
letter of intent will receive a copy of all questions and answers submitted by all Consultants, and any
subsequent amendments to this request for qualifications. Consultants should also submit questions via
email to James Tigue at jtigue@villageofglencoe.org. Questions are due no later than 5:00 p.m. CT on
September 8, 2026. Answers to the questions will be provided on September 9, 2026. Any and all changes
to these specifications are valid only if they are included by written addendum from the Village to all
Consultants.
Section 5: Insurance, Hold Harmless and Indemnification
In addition to other standard contractual terms the Village needs, the Village will require the selected
consultant to comply with indemnification, hold harmless and insurance requirements as outlined below:
Consultant shall defend, indemnify and hold the Village, its officers, officials, employees and volunteers
harmless from any and all claims, injuries, damages, losses or suits including attorney fees arising out of or
resulting from the acts, errors or omissions of the Consultant in performance of this Agreement, except for
injuries and damages caused by the sole negligence of the Village.
The Consultant shall procure and maintain, for the duration of this agreement, insurance against claims for
injuries to persons or damages to property which may arise from or in connection with the performance of
the work hereunder by the contractor, his agents, representatives, employees or subcontractors. The cost
of such insurance shall be paid by the contractor. Insurance shall meet or exceed the following unless
otherwise approved by the Village.
A. Minimum Levels of Insurance
a. Commercial General Liability: $1,000,000 per occurrence and $2,000,000 general aggregate
for bodily injury, personal injury, and property damage, including products and completed
operations coverage.
b. Automobile Liability: $1,000,000 combined single limit per accident for bodily injury and
property damage, covering owned, hired, and non-owned vehicles.
c. Worker's Compensation and Employer's Liability: Workers' Compensation coverage as
required by the Workers' Compensation Act and the Workers' Occupational Diseases Act of
the State of Illinois, and Employer's Liability coverage with limits of not less than
$1,000,000 each accident, $1,000,000 disease policy limit, and $1,000,000 disease each
employee.
d. Professional Liability (Errors and Omissions): $1,000,000 per claim and $2,000,000 in the
aggregate, covering damages arising out of negligent acts, errors, or omissions of the
Consultant, its officers, employees, or subconsultants in the performance of professional
services under this Agreement.
B. Other Provisions
a. The policies are to contain, or be endorsed to contain, the following provisions:
b. General or Commercial Liability and Automobile Liability Coverages
i. The Village, its officials, employees and volunteers are to be covered as additional
insureds with respect to: liability arising out of activities performed by or on behalf
of the contractor; products and completed operations of the contractor; premises
owned, leased or used by the contractor; or automobiles owned, leased, hired or
borrowed by the contractor. The coverage shall contain no special limitations on
the scope of protection afforded to the Village, its officials, employees or
volunteers.
ii. The contractor’s insurance shall be primary insurance with respect to the Village,
its officials, employees and volunteers. Any insurance or self-insurance maintained
by the Village, its employees or volunteers shall be excess of the contractor’s
insurance and shall not contribute with it.
iii. Any failure to comply with reporting provisions of the policies shall not affect
coverage provided to the Village, its officials, employees or volunteers.
iv. Coverage shall state that the contractor’s insurance shall apply separately to each
insured against whom claim is made or suit is brought, except with respect to the
limits of the insurer’s liability.
c. All Coverages
i. Each insurance policy required by this clause shall state that coverage shall not be
canceled by either party except after thirty (30) days prior written notice has been
given to the Village.
d. Acceptability of Insurers
i. Insurance is to be placed with insurers with a current Bests’ rating of A- or better,
or with an insurer acceptable to the Village.
e. Verification of Coverage
i. Consultant shall furnish the Village with certificate of insurance and copy of actual
insured endorsements affecting coverage required by this clause. The certificate
and endorsements for each insurance policy are to be signed by a person
authorized by that insurer to bind coverage on its behalf and shall name the
Village, its officials, employees and agents as “additional insureds” except for
coverages identified above. The certificates are to be received and approved by the
Village before work commences. The Village reserves the right to require complete,
certified copies of all required insurance policies at any time.
f. Subcontractors
i. Contractor shall include all subcontractors as insured under its policies or shall
require subcontractors to provide their own coverage. All coverage for
subcontractors shall be subject to all the requirements stated herein.
g. Professional Liability
i. The Consultant shall maintain professional liability (errors and omissions) insurance
covering all professional services performed under this Agreement.
ii. If coverage is written on a claims-made basis, the retroactive date shall be no later than
the commencement of services under this Agreement, and the Consultant shall maintain
such coverage, or purchase an extended reporting period (tail) providing equivalent
coverage, for a minimum of two (2) years following final acceptance and closeout of the
project.
iii. Any self-insured retention or deductible applicable to this coverage shall be disclosed to
the Village and shall be the sole responsibility of the Consultant.
iv. Professional liability coverage shall be placed with an insurer having a current A.M. Best
rating of A- or better, or with an insurer otherwise acceptable to the Village.
v. The Consultant shall furnish the Village with a certificate of insurance evidencing this
overage before work commences. The requirements to name the Village as an additional
insured and to provide primary, non-contributory coverage set forth above do not apply to
professional liability insurance, which is not subject to additional insured status.
Section 6: Other Terms
No Collusion
In submitting this response, the Respondent declares that the only person or party interested in the
response as principals are those named herein, and that the response is made without collusion with any
other person, firm or corporation.
Cost of Response
All costs incurred with the submission of responses are solely those of the respondent. The Village, Trustees
and/or staff will not reimburse any expenses of those respondents. Respondents accept all risks of late
delivery of mailed responses regardless of fault. Facsimile and other electronically transmitted responses
will not be considered. All responses and accompanying documentation will become the property of the
Village of Glencoe. After the execution of the agreement, any alterations to existing fees or additional fees
imposed must be approved by the Village in the form of an addendum to the agreement. All addenda are
subject to the review of legal counsel.
Confidentiality
Responses and other documents submitted shall be examined to determine the validity of any written
requests for nondisclosure of proprietary or confidential information. After award of a contract, all
responses, documents, and materials submitted by the respondent pertaining to this RFQ will be
considered public information unless otherwise determined by legal counsel. All data, documents and other
information developed because of this contractual agreement shall become the property of the applicable
municipality. Based on the public nature of RFQs, a respondent must inform the Village, in writing, of the
exact materials in the submittal that it believes are proprietary or confidential and should not be made part
of the public record in accordance with the Illinois Freedom of Information Act. The respondent will be
financially responsible for all expenses of the municipality, its public officials, consultants, employees,
agents and representatives in defending the denial of access to such material pursuant to a Freedom of
Information Act request.
GENERAL INFORMATION
STATEMENT OF NEEDS
The Village is seeking a qualified and experienced engineering Consultant to provide Phase III
construction engineering and construction administration services for the 2027 Green Bay Trail Project.
The selected Consultant will serve as the Village's representative during construction and will be
responsible for the inspection, documentation, coordination, payment review, grant compliance, and
closeout activities necessary to deliver the project in accordance with the approved plans and
specifications and applicable IDOT/FHWA requirements.
PROJECT DESCRIPTION
Three miles of the Green Bay Trail traverses through Glencoe between Scott Avenue and Lake Cook
Road. Much of the trail was constructed on the former Chicago North Shore and Milwaukee Railroad
right‐of‐way, where it runs parallel to the Union Pacific Railroad‐Metra North Line for nearly nine
miles between Wilmette and Highland Park. The Glencoe Park District completed a trail
improvement in 2021 from Maple Hill Road to Park Avenue. In 2023, trail improvements from Park
Avenue to Old Green Bay Road were completed, including the enhanced trail crossing at Hazel
Avenue. The last remaining unimproved section of the Green Bay Trail within Glencoe is the portion
between the northern street end of Old Green Bay Road and South Avenue. Currently, this segment
of the trail is on‐street with limited pavement markings.
Building upon the other recent improvements, the 2027 Green Bay Trail improvement project is
construction of a 10-foot-wide off-street path along the west side of Old Green Bay Road from Hazel
Avenue to South Avenue, for an approximate project length of 1,500 feet. The project will be
entirely within Village right-of-way. Additional project elements include retaining wall, drainage,
ADA compliant crosswalks and intersection improvements.
The 2027 Green Bay Trail improvement project has been awarded Illinois Transportation
Enhancement Program (ITEP) funding for construction and construction engineering.

SCOPE OF SERVICES
The selected Consultant shall provide all Phase III construction engineering services necessary to
support the successful completion of the project in accordance with IDOT/FHWA standards and
procedures. The Scope of Services requested shall include but not be limited to the following:
Participate in project kickoff, preconstruction, progress, coordination, and closeout
meetings with the Village, IDOT, contractor, utilities, and other agencies or
stakeholders as required.
Provide qualified construction engineering and inspection personnel for the duration of
construction sufficient to meet the project schedule.
Observe and document construction activities to verify conformance with contract
documents, approved submittals, permit conditions, IDOT standards, and applicable
federal requirements.
Measure and document contract quantities; review contractor pay estimates; prepare
