Description

Naval Air Systems Command (NAVAIR) intends to award and negotiate a modification to Contract N00019-19-C-0004 for Transition to Production (TTP) that addresses test readiness, design, integration, testing, evaluation, and hardware production requirements in continued support of Joint Multi Effects Warhead System (JMEWS) hardware and Engineering and Manufacturing Development (EMD). This tasking continues Ground Launch Flight Tests (GLFT), Production Readiness Review (PRR), and development of Manufacturing Readiness Level (MRL) hardware as required for JMEWs integration into Tactical Tomahawk (TACTOM) JMEWs, Recertification, and Low-Rate Initial Production (LRIP) Production readiness. The anticipated period of performance (PoP) is 18 months from contract award. NAVAIR intends to award this effort to Raytheon Company (Raytheon), P.O. Since 1994, Raytheon has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk Block IV and Block V AUR missile and is the only source capable of performing the required integration and testing. Raytheon maintains and controls both the Level Ill technical data package (TDP) and the manufacturing documentation for the Block IV and Block V AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV and Block V AUR missile is required to conduct tasking under this contract modification, Raytheon is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. All responsible sources may submit a response which, if timely received, must be considered by the agency. This is not a request for proposals. NOTE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
