FACILITIES SYSTEM PLAN. The City of West St. Paul, Minnesota is seeking qualifications and fee proposals from architectural and planning firms for a Facilities System Plan. The plan will assess the City’s existing public facilities, evaluate the full range of options for meeting current and future needs, and produce a phasing and sequencing strategy across a 10 to 20 year planning horizon. The City is looking for a firm with strong experience in public sector facilities planning, the ability to think in systems terms where every facility decision affects the others, and a track record of producing concise, decision-ready analysis.
