Description

The NIH, National Institute on Aging (NIA) owns a Tecan Robotic Manipulator Arm, manufactured by Tecan. This equipment is used by the Laboratory of Neurogenetics (LNG) under the NIA and requires maintenance to ensure continued full function and continuity of NIA genotyping research data. Illumina, in partnership with Tecan, is the original equipment manufacturer (OEM) of the instrument requiring service. As such, only Illumina is authorized to provide service and parts for this equipment. Use of any other contractor would place equipment integrity in jeopardy which would then risk continuity of science. Should the equipment not remain fully operational, decades-worth of longitudinal research study data would be jeopardized; this would be to the serious detriment of the National Institute on Aging’s mission. Accordingly, only Illumina can provide the required maintenance support services. The contractor shall provide maintenance and repair support for a Tecan Robotic Manipulator Arm. Maintenance and repair support shall include all labor, travel, and replacement parts necessary to provide preventative maintenance support, install new instrument software upgrades and train staff in use of the new software, and troubleshoot problems. Replacement parts and software upgrades provided must be Original Equipment Manufacturer (OEM) certified. Original manufacturer certified trained technicians from Illumina required to troubleshoot problems, install new software upgrades, train staff, and perform preventative maintenance. The period of performance will be for a twelve month period, with options to renew up to four additional twelve month periods.



THIS NOTICE OF INTENT TO AWARD ON A SOLE-SOURCE BASIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice.



A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.



Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must provide evidence that they can provide equipment that meets all of the requirements in this announcement.



All responses must be received by the closing date and time of this announcement and must reference the solicitation number, NIH-NIA-NOI-25-004051.
