Summary

The Ketchikan Gateway Borough is seeking the services of a qualified mechanical contractor to provide Design-Build services to replace the 10,000-gallon regulated Underground Storage Tank (UST) at Point Higgins Elementary School with a new Aboveground Storage Tank (AST), sized by the Engineer per NFPA 20 or other governing regulation. Work will include all design, permitting, removal, soils sampling, regulatory site closeout, acquisition of new AST, installation, cutting and capping of existing fuel fill lines, final connection to existing fuel fill lines at the day tank, and all labor, tools, equipment and appurtenances necessary to complete this project.



Background

Point Higgins Elementary School is a 56,332-s.f. school located at 981 North Point Higgins Road, constructed circa-1986 with a boiler system fed by #2 diesel fuel contained in a 10,000-gallon UST located to the north of the school. The existing UST provides heating fuel and powers a standby generator, thereby requiring its regulation per the terms of 18 AAC 78.

During the replacement of the standby generator in August 2025, uncapped lines within the generator room discharged 2,700-gallons of fuel to the environment (remediation is ongoing), at which point it was determined that the regulated tank needed to be upgraded or removed in order to meet ADEC's regulatory requirements.

Fuel oil supply lines run from the 10,000-gallon UST to duplex oil pumps (Webster SPM65-2DM), which then pump to the fuel day tank, whereafter fuel is utilized as needed by the emergency generator or boiler.
