This is a notice of a proposed contract action under FAR Part 13 Simplified Acquisition Procedures. This notice is for information only. This is not a Request for Quotation. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,350 employees.
The Government requires the procurement and installation of one (1) composite radome fall arrest Zenith Panel assembly for the AN/FPS-124 Short Range Radar at the Lab-4 site in Canada. This is an urgent requirement as the Zenith Panel currently installed at this site is no longer compliant with the approved design specifications and technical data. This presents safety risks to personnel working at the site which need to be addressed. The Government intends to make a single-source award for this requirement to Infinite Technologies RCS Inc. (ITI), as they are the sole providers and installers of the fall arrest Zenith Panel assembly. The applicable items and quantities associated with this procurement are as follows:

The Government has determined that there are no other vendors with the required manufacturing and installation capabilities and expertise that can meet the Government's requirements. The Government does not own the technical data for the radome fall arrest Zenith Panel assembly. ITI's fall arrest system is the only identified system currently meeting the required specifications. Given the urgent need for a successful installation, a single-source award to ITI is warranted.
This is a notice of proposed contract action and NOT a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to: christopher.jarman@us.af.mil and cameron.tucker.6@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
A single source justification will be attached to the subsequent notice of award in accordance with applicable regulation.
