Description

Pursuant to FAR Subsection 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with the University of California, Loas Angeles (UCLA), SAM.gov Unique Entity ID: RN64EPNH8JC6 to provide Quantifying Safety Impacts of V2X-Enabled Traffic Systems (Phase 2).





UCLA faculty and staff demonstrated unique combined reliability and transportation engineering expertise as they performed a feasibility study in 2024 under FHWA’s Center of Excellence on New Mobility and Automated Vehicles (“Mobility COE”). The feasibility study demonstrated technical approaches to quantify V2X safety impacts. During that project, UCLA created a tool called the Mobility Probabilistic Risk Assessment (MoPRA), which uses Hybrid Causal Logic techniques developed by UCLA. This project builds on that earlier work and refines the model, which is a unique UCLA product. The prior work was conducted under FHWA cooperative agreement number 693JJ32350027.





The intent of this notice is not to request competitive quotes or proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
