RECONSTRUCT MAIN APRON (APPROX. 344,000 SF)

Sealed Bids for airport improvements at the Fitchburg Municipal Airport will be received at the office
of the Chief Procurement Officer, 718 Main Street, Suite 208, Fitchburg, MA 04120 on or before April
8, 2026 at 1:00 P.M. local time, at which time and place all bids will be publicly opened and read
aloud. Bids submitted after this time will not be accepted. Bids must be submitted in accordance
with the instructions provided herein.
This project is for the reconstruction of the Main Apron at the Fitchburg Municipal Airport, which
includes the installation of new electrical structures and ducts; installation of new catch basins,
infiltration basins, drainage pipe, and headwalls; installation of tie-down anchors; installation of a new
single swing gate; removal and installation of pavement markings; excavation and site grading;
construction of new airport bituminous asphalt; construction of a new apron pavement box including
crushed aggregate base course, subbase course, and geotextile fabric; installation of topsoil and
seeding; and other work as shown on the Plans, as specified in the Specifications, and as directed by
the Engineer.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis, as indicated in
the Bid Forms.
The Contract time for completion is 100 Calendar Days. For additional information and
requirements refer to the Plans and Specifications.
The construction of this project will require funding assistance from the Federal Aviation
Administration (FAA) and the Massachusetts Department of Transportation (MassDOT) –
Aeronautics Division. Funding assistance for the project is anticipated during Federal Fiscal Year
2026 (FY-2026), which begins October 1, 2025 and ends September 30, 2026. All funding assistance
is contingent upon the availability of funds and receipt of funding assistance grants. FY-2026 funding
may be available as late as September 30, 2026.

Addenda and other additional or revised Contract Documents will be in the form of written addenda to
the Plans and Specifications which, if issued, will be posted to the City’s Website, with an email
notification to all prospective Bidders at the respective e-mail addresses furnished to the City for such
purposes, not later than three (3) calendar days prior to the date fixed for the opening of Bids. Failure
of any Bidder to receive any such addendum or interpretation shall not relieve such Bidder from any
obligation under his/her Bid as submitted. All addenda so issued shall become part of the Contract
Documents.

Contract Provisions as contained within the project Specifications and Bid Documents; see Contract
Provision Guidelines for Obligated Sponsors and Airport Improvement Program Projects.

This project is subject to compliance with all pertinent federal, state, and local laws. Bidding procedures
will be in accordance with the latest edition of Massachusetts General Laws Chapter 30, Section 39M.
By submitting a Bid for this project, the Bidder certifies that the Bid is based on the payment of prevailing
wages. This project contains both State and Federal Wage Rates under the Davis Bacon Act. In areas
where specific wage rates conflict, the higher wage rate shall govern.

are encouraged to perform a site visit prior to the pre-bid conference. Bids shall be accompanied by
Contractor/Subcontractor Certifications as specified in the Supplemental General Provisions and
elsewhere in the Contract Documents. This requirement is mandatory and shall not be waived.
Bid security in the amount of at least five percent (5%) of the total Bid amount must be submitted
with the Bid. The Bid security may be either a certified check drawn upon a bank within the
Commonwealth of Massachusetts or a Proposal Guarantee Bond (Bid Bond) executed by a Surety
company listed on the current United States Department of Treasury "Department of the Treasury's
listing of approved Sureties (Department Circular 570)" as authorized to do business in the
Commonwealth of Massachusetts. Bid Security shall be made payable to the City of Fitchburg. Bids
submitted without acceptable security will not be considered.
The successful Bidder shall furnish:
• 100% Performance Bond
• 100% Payment Bond
• Liability Insurance listing City of Fitchburg, Gale Associates, Inc., and Massachusetts DOT
Aeronautics Division as additional insured
• Executed Owner/Contractor Agreement within five (5) calendar days from the date of the
Notice of Award
The Fitchburg Airport Commission reserves the right to reject any and all Bids, to waive any technical
or legal deficiencies, and to accept any Bid that it may deem to be in the best interest of the Fitchburg
Airport Commission. No Bidder may withdraw his/her Bid prior to the end of Federal Fiscal Year 2026.

The Fitchburg Municipal Airport is administering this project in accordance with 49 CFR Part 26,
Participation by Disadvantaged Business Enterprises in Department of Transportation Financial
Assistance Programs, as amended by Federal Register Vol. 90, No. 190 (Docket No. DOT-OST-2025-
0897), dated October 3, 2025. The Contractor is required to comply with the requirements of 49 CFR
Part 26, including Appendix A.
