Project Description: The Robesonia-Wernersville Municipal Authority (Authority) is soliciting sealed bids online via the PennBid electronic procurement program prior to December 9, 2025 for Contract 25-2 RWMA WWTP Upgrade for the Robesonia-Wernersville Municipal Authority Wastewater Treatment Plant. All documents and solicitation details are available at no cost from PennBid at www.pennbid.bonfirehub.com.
The work on this project includes but is not limited to removal and replacement of RBC shafts, bearings, bearing mounts, motors, miscellaneous electrical, media, aeration diffusers, and modification of related electric and electronic components of two RBC trains. Work also consists of concrete repairs to the two (2) RBC Tanks as needed and coating of Tanks. The work also consists of the replacement of three Raw Sewage Influent Pumps, replacement of three (3) influent check valves, replacement of the grit fine screen, and replacement of six (6) Philadelphia Mixers at the plant. The scope of the work also includes replacing the weir trough and scum baffle in Digesters No. 1 and No. 2 and replacing the Center Manifold and Suction & Plow Arm in Digester No.1.
Sealed bids shall be submitted and updated online via the PennBid Program until 1:00 PM on
December 9, 2025.

A non-mandatory pre-bid meeting with be held at the Authority’s building, 3885 North Church Street, Wernersville, PA 19565, on November 20, 2025, at 10:00 AM.
The Robesonia-Wernersville Municipal Authority reserves the right to reject any and all bids, or to make award to such bidder who, in the judgment of the Robesonia-Wernersville Municipal Authority makes the most advantageous bid. Bids are invited from qualified bidders.
This agreement is for services related to a project that is subject to the Build America, Buy America
Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined b the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
Each proposal must be accompanied by a certified check drawn to the order of the Robesonia-Wernersville Municipal Authority, or a Bid Bond in favor of the Robesonia-Wernersville Municipal Authority in the amount of 10% of the bid price. Said check or bond shall be subject to the conditions provided in the Instructions to Bidders.
