The Department of War Education Activity (DoWEA) has the following requirements:
The Contractor shall provide commercial off-the-shelf, 100% digital courseware for students and teachers as well as related professional learning, and technical support for One course: Video Communications I. The instructional resources shall be based on research-based best practices shown to help students master the standards.
