This is a SOURCES SOUGHT notice for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results of the evaluation. It does not constitute a commitment by the US Government.



1. PSC/NAICS: Y1NZ – Construction of Other Utilities / 237130 - Power and Communication Line and Related Structures Construction



2. PLACE OF PERFORMANCE: Longare Base, Vicenza, Italy



3. ACQUISITION INFORMATION: The 414th Contract Support Brigade (CSB) is sourcing potential companies to contract with for the procurement and installation of four Battery Energy Storage Systems (BESS) at a U.S. Army Installation near Vicenza, Italy in accordance with Federal Acquisition Regulation (FAR) part 36.



Disclosure of the Magnitude of the Construction Project: The anticipated magnitude of the project is between $1,000,000 and $5,000,000 in accordance with FAR 36.204(f).



4. PROJECT DESCRIPTION: This is a design-build construction project to provide and install four Battery Energy Storage Systems (BESS) at a U.S. Army Installation near Vicenza, Italy with an Uninterruptible Power Supply (UPS) function, with minimum rated power of 250 kVA/500 kWh of energy connected to the existing Micro Grid at the installation. Installation will take place within the perimeter of the base, located approximately 5 km southwest of Vicenza in a predominantly hilly area. The installation is connected to the distribution utility's grid via a Point of Delivery (POD) with a 20 kV medium-voltage (MV) supply.



The batteries will be installed on specially constructed concrete pads, designed to accommodate the size and weight of the equipment. When required by regulations, the installation will include metal fences and/or fire-retaining walls for safety and security. Additionally, the project will provide conduits for cable laying between the pads and substations, ensuring efficient electrical connectivity.



5. SOURCES SOUGHT: The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of firms who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement.



6. RESPONSES: The Capabilities Statement for this Sources Sought is not intended to be a Request for Proposal nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing -or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the 414TH CSB in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited.



Responses to this Sources Sought shall be limited to 5 pages and shall include the following information:




  1. Firm’s name, address(es), English speaking point of contact, phone number, e-mail

  2. Firm’s SAM.gov registration status (registered, pending registration, not registered).

  3. Cage Code and DUNS number, if applicable

  4. Firm’s capability to perform the requirements as described in the announcement to include, at a minimum,

    1. Firm’s capability to procure and install BESS,

    2. Execute construction work,

    3. Comparable work performed within the past ten (10) years

      • Performed in Italy on a U.S. Government Installation

      • Brief description of the project,

      • Customer name,

      • Percent self-performed,

      • Dollar value of the project.





  5. BESS performance characteristics, to include, at a minimum:

    1. Peak Power: Specify the peak power capability in kilowatts (kW).

    2. Energy Storage Capacity: Specify the energy storage capacity in kilowatt-hours (kWh).

    3. Round Trip Efficiency: State the expected battery round trip efficiency, measured in percentage (%).

    4. Power Rate Capability (C-Rating): Specify the battery's power rate capability as a C-Rating.

    5. Charge Rate Capability (C-Rating): Specify the battery's charge rate capability as a C-Rating.

    6. Cycle Life: State the anticipated battery cycle life, measured in the number of full charge/discharge cycles before the battery energy capacity degrades to below 80% of its rated capacity.

    7. Calendar Life: State the anticipated battery calendar life, measured in years, before the battery energy storage degrades to below 80% of its rated capacity.

    8. System Efficiency: Describe the overall system efficiency, encompassing all components.

    9. System Technical Components: Detail all technical components of the BESS, excluding battery-specific components (addressed above), and provide specifications for each.

    10. Warranty: Describe the warranty for the BESS system and its components.

    11. Maintenance: Describe the maintenance plan for the BESS system, including the scope of services and frequency of maintenance.





Any commercial brochures or currently existing marketing material do not count towards the page limit. Clarifications and/or questions shall be submitted in a separate word document or emailed and will not count towards the 5-page limitation.
