2. Introduction

The Village of Glen Carbon seeks proposals from qualified and licensed signage vendors to provide new signs within Village boundaries. The scope of work involves replacing existing Village boundary and gateway signs that identify entry points into the Village of Glen Carbon. These signs are positioned along major roadways and serve to mark the Village’s municipal limits while welcoming residents and visitors. The main Village Hall sign is included in this project as well as “Welcome to Old Town Signage” on Main Street.

3. Scope of Work

The successful proposer shall furnish all labor, equipment, tools, parts, and materials required to perform the removal and installation of the signs. Vendors shall use the provided design concepts and material specifications (attached) as the basis for preparing their final bid for all signs included in this project.

3.1. Initial Assessment and Site Visit

An initial site visit is recommended for all interested vendors to evaluate the existing signage and its conditions. The assessment shall include identification of any immediate deficiencies or recommendations for improvements, including lighting at each sign location. Landscaping around each sign will remain intact to the best of the vendor’s ability.

3.2 Maintenance and Warranty Information

Provide warranty information as well as maintenance and cleaning recommendations after installation. Warranty coverage should clearly identify the duration and what is included for materials, workmanship, and any recommended lighting components.

5. Bid Requirements

Bids must be submitted in a sealed envelope clearly marked "Village Signage” and addressed to Nicole Dicks, Communications Manager. Submissions must include:

1. Cover Letter: A brief letter expressing interest and confirming the proposer's ability to meet all requirements.

2. Company Qualifications: A summary of the company's background, including licenses, certifications, and experience with similar projects.

3. Scope of Services: A detailed explanation of the approach to meeting each item in the Scope of Work.

4. Proposed Pricing: outlining all costs, including fabrication, removal of existing signs, installation, lighting (if applicable), and any optional items.

5. References: A minimum of three professional references from similar projects.

6. Personnel: Resumes or qualifications of key staff to be assigned to the project.

6. Submission Deadline

All proposals must be received by February 27 at 3:00 P.M. Late proposals will not be accepted.

7. Evaluation and Award

The Village of Glen Carbon reserves the right to reject any or all proposals and to waive any informalities. The Village intends to award the contract to the proposer whose submission is deemed most advantageous to the Village, based on factors including price, qualifications, experience, and the overall quality of the proposal.

8. Site Visit

We recommend all prospective vendors visit the sign locations prior to submitting a proposal. Each location either has electricity or solar lighting; if a recommended improvement is proposed for lighting please include in the bid under “Other Options”.
