Ultimate Sports Park

The City of Pompano Beach (“City”) will receive sealed electronic bids for ITB26-032 – Ultimate Sports Park until 2:00 p.m. (local time) on May 7, 2026, via the City’s eBid System. Bids submitted after the specified deadline will not be considered.
In the event of any ambiguity or dispute regarding the time of receipt, such uncertainty shall be resolved in favor of the City and against the Bidder.
Scope of Work: The project is located at 212 NW 16th Street, Pompano Beach, FL 33060. This project entails providing all labor, equipment, tools, and materials necessary to construct a new multipurpose natural grass sports field and a 2500 SF, 2-story concession building with bathrooms, storage, bleachers & canopy, a second-floor press box, and other track and field amenities. The scope of work includes, but is not limited to, sitework, drainage, foundation, concrete structure, mechanical, plumbing, electrical, shade structure, landscape, irrigation, fencing, parking, site lighting, and Poured-in-Place (PIP) track and sports lighting.
All work shall be performed in accordance with the approved plans, specifications, supplementary conditions, and applicable local, state, and federal regulations. The Contractor shall be responsible for providing all labor, materials, equipment, tools, transportation, and incidentals necessary to complete the project professionally.
The Contractor shall also be responsible for maintaining site safety, minimizing public disruption, and ensuring environmental compliance throughout construction.
Prospective Bidders must be duly registered in the City’s eBid System to access solicitation documents and submit responses to this Invitation to Bid (ITB). The City is not responsible for the accuracy or completeness of any documentation the Bidder receives from any source other than the eBid System. The bidder is solely responsible for downloading all required documents. A list of Bidders will be read aloud in a public forum. Cone of Silence Notice: Bidders are hereby notified that this Solicitation is subject to a “Cone of Silence”. A Cone of Silence means a prohibition on any communication regarding any particular competitive solicitation between:

• Any person who seeks an award therefrom, including a potential vendor or vendor's representative, and

• Any member of the City Commission, all other city employees, and any non-employee appointed to evaluate or recommend selection in such procurement process. For purposes of this section, Vendor’s Representative means an employee, partner, officer, or director of a potential vendor, or consultant, lobbyist, or actual or potential subcontractor or sub-consultant of a vendor.
The “cone of silence” shall terminate at the time the City awards or approves a contract, votes to reject all responses, or otherwise takes action that ends the solicitation or other procurement process. If the City Commission refers the item back to the City Manager and staff for further review, the cone of silence shall remain in effect until an award is made, a contract is approved, or the City Commission takes any other action that ends the solicitation or other procurement process.

Any firm or lobbyist for a firm is prohibited from having any communications concerning any solicitation for a competitive procurement with any member of the City Commission, City Clerk, City Manager’s Office, any Evaluation Committee Member, or any other City of Pompano Beach employee after Procurement and Contracts releases a solicitation to the General Public. All communications must go through the eBid System (IonWave) or the Purchasing Agent assigned to this solicitation, Eric Seifer, at 954-786-4166, or eric.seifer@copbfl.com, No other member of the City Commission, City Clerk, City Manager’s Office, any Evaluation Committee Member, or any other City of Pompano Beach employee should contact any potential proposer or vendor, or any vendor should not contact any other department other than Procurement concerning this ITB. Any information that amends any portion of this ITB received by any method other than an Addendum issued to the ITB is not binding on the City of Pompano Beach.
