The Navajo Area Indian Health Service, Gallup Indian Medical Center (GIMC) in Gallup, New Mexico, intends to negotiate a non-competitive firm-fixed-price award to Howmedica Osteonics, Inc., dba Stryker Orthopedics to provide Monthly Lease to Own for the Stryker surgical trauma sets as required by the GIMC Perioperative Department.
The period of performance will be a base and two (2) option years as follows:
Base Period: 03/04/2025 – 03/03/2026
1st Option Period: 03/04/2026 – 03/03/2027
2nd Option Period: 03/04/2027 – 03/03/2028
Per FAR 13.501(a)(1), acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements in FAR 6. However, sole-source justifications for actions above the simplified acquisition threshold but not exceeding $7.5M (non-urgent and non-compelling as described in FAR 13.500(c)) must use the format at FAR 6.303-2 with proper tailoring. The action is being accomplished using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures - particularly FAR 13.5 in accordance with 41 U.S.C. 1901, "...to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors..."
The requirement will be a single-source award to Howmedica Osteonics, Inc., dba Stryker Orthopedics based on direct patient care. The proposed action is a new requirement to avoid loss in daily traumatic urgent surgeries and efficiency with direct patient care services.
This notice is not a solicitation or a request for offers. A determination by the Government not to compete with the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely to determine whether to conduct a competitive procurement in the future. A solicitation will not be issued. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents concerning any information submitted. Oral communications are not acceptable in response to this notice.
Any potential sources other than Howmedica Osteonics, Inc., dba Stryker Orthopedics may submit a capability statement via electronic mail to Ms. Kimberly Livingston, Purchasing Agent, by 10:00 A.M. MT on Wednesday, March 05, 2025.
