This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



This Solicitation, W50S7L-25-Q-A001 is issued as a request for quote (RFQ) using FAR Part 13 – Simplified Acquisition Procedures. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective 01/17/2025.



This is for Full and Open Competition



The associated NAICS code is 517111 "Wired Telecommunications Carriers", with a size standard of 1,500 Employees.



NOTE: If this NAICS is not listed as one of your organization’s codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications--- Commercial Products and Commercial Services.



Invoicing shall be through WAWF at https://piee.eb.mil and payment will be Electronic Funds Transfer (EFT) from Defense Finance and Accounting Service (DFAS).



Award Type: The Montana Air National Guard (MANG) intends to award a firm-fixed price (FFP) contract for the replacement of the current Local Telecommunication Services (LTS) and Long-Distance (LD) services that are currently provided on a low-speed time-division multiplexed (LSTDM) circuit with emulated session initiation protocol (SIP) to TDM circuit.



All connectivity requirements and features currently transported over the existing LSTDM must be migrated to an emulated SIP path without loss of capabilities. This PWS is for a managed SIP circuit. This LTS will support the installation 24 hours a day/seven days a week/365 days a year (24/7/365).



Although the Government reserves the right, the Government intends to evaluate quotes and award a contract without discussions. Therefore, quotes should contain the offeror’s best terms from a price and technical standpoint.



Basis of Award: Award will be made based on price and other factors as shown below. All pricing must be provided for, this requirement will not be split. If something left blank quote will not be considered.



Other factors-Each factor will be evaluated as Acceptable or Unacceptable:




  1. Ability to install required infrastructure and have an operable telecommunications system operable by 1 April 2025.



The agency will first evaluate price, and then evaluate the apparent lowest-price quote for acceptability under the additional factor listed above. The additional factor above shall be considered acceptable for award to be made. If the lowest-price offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary. This is being awarded using Simplified acquisition procedures in FAR 13 and is considered commercial IAW FAR 12.



FAR 52.217-8 OPTION - Contracting Officers when evaluating quotes for contract award, as part of the price evaluation, will evaluate the Option to Extend Services under FAR clause 52.217-8 by adding one-half of the vendor's final option price to the vendor's final option period price to the vendor's total price. The final award evaluation will include the base year, all option years, and the six month FAR 52.217-8 clause option. The FAR 52.217-8 clause is useable at periods throughout the life of the contract (i.e., after the basic period, after the end of any of the exercised option periods); but not to exceed 6 months for the total life of the contract.



Quote Submission Instructions: Quotes shall include Point of Contact name with contact phone/email, CAGE/UEI, Socio-economic status, monthly and total price, technical description, and references. See attached Performance Work Statement (PWS) for further details.



Questions and RFIs shall be submitted by the deadline of 1000 MDT on 5 February, 2025 via email to anthony.barille@us.af.mil. A consolidated Government response will be posted to this combined synopsis/solicitation after the deadline.



**Begin Amendment 1**



Question 1:How many phones are needed? They'll need to be replaced with VOIP phones (since the current ones are most likely analog phones).



Answer 1: No phones will need to be provided in response to this solicitation. All phones on base currently utilize VOIP technology.



Question 2: Who is the existing phone service provider?



Answer 2: The current telecommunciations provider is CenturyLink.

Submit quotes electronically via email to anthony.barille@us.af.mil with the following subject: RFQ W50S7L-25-Q-A001 (Company Name). All quotes shall be submitted by 1000 MDT on 12 February, 2025. Late submissions will not be considered.



Prior to Contract award, the business must be registered on System for Award Management (SAM) website http://www.sam.gov. Registration must be “ACTIVE” at the time of award.
