Description
The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with American Industrial Hygiene Association (AIHA) for the procurement of asbestos proficiency analytical testing (PAT) programs in support of various U.S Navy activities. The NMCFHPC requires Asbestos PAT programs in support of various U.S Navy activities. The AIHAs Industrial Hygiene (IH) PAT program (asbestos fiber counting) and the Bulk Asbestos (BA) PAT program (asbestos bulk identification) provide U.S. Navy field Asbestos Analytical Laboratories with test samples of known concentration and/or known type and percentage needed to acquire, check, and maintain the laboratories proficiency in asbestos analyses.
Participation in the AIHA asbestos PAT program(s) is required by the OPNAVINST 5100.23H, Navy Safety and Occupational Health Program Manual. Chapter 3, Section 0308. Paragraph c.(5)(e)(2.). of the instruction states that Commands, units and activities with an in-house asbestos laboratory performing fiber counting must enroll it in the proficiency analytical testing (PAT) program operated by the AIHA. and that these laboratories may only perform asbestos analyses when they have achieved proficient ratings in each of the testing program.
The Navy intends to solicit for a Firm Fixed Price type order.
This procurement is a sole source acquisition with American Industrial Hygiene Association (AIHA) under the authority of 41 U.S.C.
1901, Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 541380. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). Interested persons may identify their interest and capability to respond to the requirement no later than 31 March 2025.
A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
