Notice is hereby given that the HAZLETON CITY AUTHORITY – WATER DEPARTMENT, City of Hazleton, Luzerne County, Pennsylvania, will receive sealed bids or proposals via the PennBid Program for the Dreck Creek Pump Station and Transmission Main Upgrade Project – Contract 1. In general work includes installing ductile iron transmission main and cleaning and slip-lining cast iron pipe with HDPE in the Greater Hazleton Area. Sealed bids or proposals will be received until Tuesday, June 17, 2025, at 4:00 PM, and all such received bids will be publicly read aloud at 6:00 PM on Tuesday, June 17, 2025, at the Hazleton City Authority’s R.L.Zientek Administration Building office. Bid results will be available online at http://PennBid.bonefirehub.com following the meeting.
Bids will be accepted for the installation of a water transmission line of approximately 6,000 linear feet of ductile iron pipe with the need for boring and tapping to run the pipe beneath one state route. Work will also include cleaning and slip-lining approximately 15,000 linear feet of existing cast iron pipe with tv inspection before and after the slip-lining is finished. The installation/creation of an outlet structure is included in the work for this project. The project is located in Luzerne County. The project will include the removal/disposal of existing pipes, valves, and below grade valve pits/structures, backfilling and restoring ground surface as applicable. The contractor will supply, connect, and install all equipment. Sets of the Contract Documents, including applicable drawings and specifications pertaining to such bids are available at no cost at http://PennBid.bonefirehub.com. No paper copies of documents will be provided.
A mandatory pre-bid meeting will be held on-site to provide all bidders the opportunity to visit, view, inspect and ascertain the overall intent of the Project scope of work. The Pre-Bid Meeting will be held at the HCA Administration Building 400 East Arthur Gardner Parkway, Hazleton PA 18201 at Wednesday, May 28, 2025, at 10:00 AM. Owner will provide responses to all bidders’ questions to all bidders present. Pre-bid conference questions and meeting minutes shall become part of all contract requirements
A certified check or bid bond drawn to the order of the Hazleton City Authority - Water Department in an amount equal to ten percent (10%) of the bid must be submitted with each proposal as bid security and received at the Authority’s Office with all other required bid documents prior to the Bid Opening. Bidders shall comply with all procedures and requirements of the Contract Documents.
The HCA encourage DBEs, including MBEs and WBEs, to submit a bid proposal. All Prime and sub-contractors shall make the required good faith efforts when subcontracting and shall provide all documents to substantiate their search prior to award.
Prior to the award of any Contract, the successful bidder shall furnish to the Owner Certificates of Insurance, Performance Bond, Labor and Material Payment Bond, American Steel certifications, DBE/WBE Compliance Documents, and any other items as required by the Contract Documents. A satisfactory surety shall execute all bonds.
Bidders on all work will be required to comply with the Pennsylvania Human Relations Act No. 222. The Commonwealth of Pennsylvania, Department of Labor and Industry and Federal Prevailing Minimum Davis Bacon Wage Determinations, which are included as, part of the Contract Documents. All required wage rates for this project and shall govern all work under this Contract. The Hazleton City Authority – Water Department is an Equal Employment Opportunity Employer.
Except as otherwise provided by law, no Bidder may withdraw a bid within sixty (60) consecutive calendar days after the actual date of the bid opening or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds, or the award of a grant or grants.
The Hazleton City Authority is a Pennsylvania Municipal Authority and subject to the Pennsylvania Right to Know Act. All prospective bidders shall execute a waiver of the Application of the Uniform Electronic Transactions Act, 73 P.S. §2260.101 et seq., and the Electronic Signatures in Global and National Commerce Act, 15 U.S.C.S. §7001 et seq.
The Hazleton City Authority - Water Department hereby reserves the right in its discretion, which is understood and agreed to by all bidders, to reject any and all bids submitted, and also reserves the right to waive any irregularities, omissions, mistakes, or informality in the Bidding Process. The Bid, if awarded, will be awarded at the sole discretion of the Authority at the lowest total cost to the best responsive and responsible Bidder based on a final review work to be awarded as selected by the Owner. All bidders must show adequate knowledge, experience and past projects in similar size and complexity.
