ON-LINE SUBSCRIPTION WEB OF SCIENCE

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Clarivate Analytics, of Ann Harbor, MI, for the acquisition of Web of Science Database, to be used in the NIST Library and Museum, in the NIST campus, Gaithersburg, MD.

Sole source determination is based on the need to purchase a subscription to Web of Science WHICH INCLUDES Web of Science-Science Citation Index Expanded, Web of Science-Technology Fee, and Web of Science-conference Proceedings Citation Index (Science + social Sciences. The content coverage and searching capabilities of Web of Science are key in impact analysis to measure NIST research outputs. Clarivate Analytics is the holder of the copyright for all content in Web of Science and the only access point for the Web of Knowledge Platform which contains both the Science Citation Index Expanded (SCIE) and Conference Proceedings Citation Index (CPCI) (Science + Social Sciences) subscription products. Clarivate Analytics does not grant licenses to other publishing companies. Clarivate Analytics is the only known vendor capable of providing the online subscription to Web of Science.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by December 15, 2023, 8:00 am, ET will be considered by the Government.
