Solicitation Description:

The Texas Historical Commission seeks a general contractor firm that has documented experience with projects of the type, scale and scope described in this RFP. Contractor must have a MINIMUM of 8 years’ experience in construction similar to the type of work required by these Contract Documents (as judged by THC) to be eligible for contract award. THC requires all work to comply with all applicable Federal and State laws, codes, and standards.


The project will generally consist of renovating two existing restrooms and a hallway in a single-story historic masonry building. The drawings describe a bid alternate for a tongue-and-groove wood ceiling and alternate lighting fixtures. For specific project requirements, refer to Exhibit M—Construction Documents.

This solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type, and their pricing. Respondents will be evaluated as described in Paragraph 3.10 Scoring Criteria.


A Mandatory On-Site Pre-Proposal conference will be held at the project site at the time/date shown in Section 3.1 Schedule of Events to become familiar with the site conditions and characteristics. Contractor attendance is required for a proposal to be accepted by THC. Contractors must sign the attendance log sheet at the site upon arrival. This attendance log sheet confirms the presence of all contractors who attended the mandatory on-site pre-proposal conference. Contractors are only required to attend one of the mandatory on-site pre-proposal conference dates: June 30 or July 1, 2025.


Bid Bond and HUB Subcontracting Plan must be submitted with your bid, or your bid will be considered non-responsive.
