PRE-SOLICITATION ANNOUNCEMENT
JOHN MUIR NATIONAL HISTORIC SITE
JOMU IRRIGATION SYSTEM
RFP No. 140P8525Q0015
The National Park Service (NPS), John Muir National Historic Site, located in California, has a requirement to replace the failing existing irrigation system with a new irrigation system.
The existing irrigation system supports the site¿s historic landscape of mature ornamental
trees and restored orchards and gardens. It serves a one-acre area of trees and landscaping
around the historic house, which sits on a hill at the south side of the site. It also irrigates a
one-acre apple orchard downhill to the east, and a one-acre peach orchard to the north. The
new system will extend irrigation to a one-acre vineyard/orchard planted west of the house
and a two-acre orchard west of the creek.
The existing irrigation water source is supplied by domestic city water via a meter at the park
entrance (4202 Alhambra Ave). The POC will be the domestic 5/8¿ water meter located in an
unpaved planter bed adjacent to the park entrance at 4202 Alhambra Ave. An additional
water meter located on the NW side of the site (near the Martinez Adobe) will supply water
to irrigation lines on the West side of the site. All irrigation parts downstream of the
meter/POC will be replaced unless indicated otherwise on the Plans.
Two existing historic hand-dug, rock-lined wells are also connected to the existing irrigation
system and shall be reconnected to the new irrigation system. The existing well infrastructure
including pumps, captive air tanks and backflow preventers shall be retained.
The Contractor shall provide all mobilization, labor, supervision, materials, equipment, transportation, site rehabilitation, clean-up, and demobilization. The scope of this proposed contract includes, but is not limited to:
1. Complete installation of the automatic sprinkler irrigation system, fully functioning in accordance with the Drawings and Specifications that will be attached to the solicitation.
This procurement is set-aside for Small Business (SB) concerns only. Offers received from concerns that are not Small Business concerns shall be considered nonresponsive and will be rejected. The North American Industry Classification System (NAICS) code is 238220; the small business size standard is $19.0 million. The construction magnitude for this solicitation is $100,000.00 to $250,000.00.
The Government intends to award a single, firm-fixed-price contract. Award selection will be made on a comparative evaluation of offers considering price and other non-price factors (technical capability and past performance) as listed in the RFQ. The RFQ will be available via electronic commerce only and may be accessed on or about 28 April 2025, at SAM.gov: https://sam.gov/. The due date for quotes is estimated to be 15 May 2025. However, this may be extended at the discretion of the Government. Prospective offerors are responsible for periodically checking these websites for any amendments that may be issued prior to the closing date of the RFQ.
An organized site visit has not been scheduled. If one is required/requested information on the site visit will be included in the solicitation.
SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a SAM unique entity identifier number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online Representations and Certifications at the SAM website.
A contract award may or may not result from this solicitation, and all costs associated with preparing proposals are at the contractor¿s own expense.
