CITY OF BATAVIA
NOTICE TO BIDDERS
ONE BATAVIA CITY CENTRE
ROOF REPLACEMENT PROJECT
Sealed bids for the project entitled, One Batavia City Centre - Roof Replacement Project, at the City of
Batavia, New York will be received by the City Clerk’s Office, City of Batavia, City Hall at One City
Centre, Batavia, New York at or before 10:00 a.m. local time on September 25th, 2025 at which time
they will be publicly opened and read aloud.
All Bids shall be made on the forms furnished and shall be enclosed in a sealed envelope marked “CITY
OF BATAVIA – ONE BATAVIA CITY CENTRE - ROOF REPLACEMENT PROJECT” and directed
to the City of Batavia.
Plans and specifications may be obtained or examined at the City Clerk’s Office at the City of Batavia
between the hours of 8:30am and 4:30pm daily except Saturdays, Sundays and Holidays.
A contractor walk through is scheduled for September 15th, 2025, at 10:00 a.m. at the site.
The Contract Documents may be obtained only from the City of Batavia City Clerk’s Office, City Hall,
One Batavia City Centre, Batavia, New York 14020 upon deposit of the sum of fifty dollars ($50.00) per
set. Payment shall be in the form of two (2) checks, each for one-half of the total deposit ($25.00 each).
Checks shall be payable to the City of Batavia. One half of the full amount of deposit for one set of
Contract Documents will be refunded to any Bidder who has duly submitted a Bid accompanied by the
bid security required by this advertisement and who returns the Contract Documents complete and in
good condition within thirty (30) days following the Award of Contract or the rejection of bids. If only
one check for the full deposit amount is submitted, no amount of the deposit will be refunded. The full
amount of deposit for one set of Contract Documents will be refunded to the Successful Bidder upon the
execution of the Contract Documents.
Upon request, the Contract Documents will be mailed after the City Clerk’s Office has received the
document fee plus a separate non-refundable mailing and handling charge of twenty-five dollars
($25.00) per set. The Contract Documents will be mailed, and the mailing date will be considered the
Bidder’s date of receipt. Checks for mailing and handling charges shall be made payable to the City of
Batavia.
The City of Batavia is exempt from the payment of sales and compensating use taxes of the State of
New York and of cities and counties on all materials, equipment, and supplies sold to the City of Batavia
pursuant to this Contract. Also exempt from such taxes are purchases by the Contractor and his
Subcontractors of materials, equipment, and supplies to be sold to the City of Batavia pursuant to this
Contract, including tangible personal property to be incorporated in any structure, building, or other real
property form part of the Project. These taxes are not to be included in the Bid.
Proposals shall be made and received upon the following conditions:
Each bid must be accompanied by the deposit of cash, certified check, cashier’s check, or bid bond in an
amount not less than five percent (5%) of the amount of the bid in the form provided, and subject to the
conditions provided in the Information for Bidders.
The Successful Bidder will be required to furnish a performance bond and payment bond, each in an
amount equal to 100 percent (100%) of the total Contract award amount.
Each Bidder’s attention is called to the General Municipal Law, which requires a Bidder’s Certificate of
Non-Collusion. Copies of such certifications are part of the Proposal Form, and unless completed with
the Bid, will not be accepted.
The City reserves the right to waive any informalities in the Bid and to reject any or all Bids.
No Bidder may withdraw his Bid within forty-five (45) calendar days after the actual date of the opening
thereof.
