Citywide Sidewalk Inventory, ADA Accessibility Audit,
Gap Analysis, and Connectivity Study
City of Bainbridge, Georgia
1. Introduction
The City of Bainbridge is soliciting proposals from qualified engineering, planning,
transportation, and/or GIS consulting firms to conduct a comprehensive citywide
sidewalk inventory and assessment. The purpose of this project is to establish a detailed
understanding of existing pedestrian infrastructure conditions, accessibility compliance,
network gaps, and pedestrian connectivity throughout the city.
The selected consultant will provide a comprehensive sidewalk and pedestrian
infrastructure database that will assist the City with capital planning, ADA transition
planning, grant applications, prioritization of improvements, and long-term
transportation and mobility planning.
2. Project Objectives
* Develop a comprehensive GIS-based inventory of existing sidewalks and pedestrian
facilities.
* Assess the physical condition of sidewalks and associated infrastructure.
* Conduct an ADA accessibility audit of pedestrian facilities.
* Identify gaps in the pedestrian network.
* Analyze pedestrian connectivity to key destinations.
* Prioritize existing sidewalk rehabilitation and future sidewalk improvements and
investments.
* Provide implementation recommendations and cost estimates.

3. Scope of Services
Task 1 - Project Management and Coordination
* Conduct kickoff meeting and develop project schedule.
* Coordinate with City staff and stakeholders.
* Provide monthly progress reports.
Task 2 - Existing Sidewalk and Pedestrian Infrastructure Inventory
* Inventory sidewalks, shared-use paths, curb ramps, crosswalks, and related
infrastructure.
* Collect GIS-based location data, dimensions, materials, conditions, and
photographs.
Task 3 - Sidewalk Condition Assessment
* Evaluate cracking, trip hazards, drainage issues, root intrusion, and structural
failures.
* Develop a standardized sidewalk condition scoring/rating system.
Task 4 - ADA Accessibility Audit
* Conduct ADA and PROWAG compliance review.
* Identify non-compliant facilities and recommended corrective actions.
Task 5 - Gap Analysis
* Identify missing sidewalk segments, unsafe crossings, and pedestrian barriers.
* Evaluate connectivity to schools, parks, downtown, shopping areas, and public
facilities.
Task 6 - Connectivity Analysis
* Analyze walkability and pedestrian connectivity.
* Identify priority pedestrian corridors and multimodal opportunities.
Task 7 - Prioritization and Implementation Strategy
* Develop a prioritization matrix and planning-level cost estimates.
* Recommend project phasing and funding opportunities.
Task 8 - Final Report and Presentation
* Prepare draft and final reports.
* Provide GIS deliverables, including GIS data in a format that the City can update

internally in the future, a dashboard of current conditions, and an ESRI webmap
showing the results of the study and presentation materials that the City can host on
the City website.
4. Minimum Consultant Qualifications
Interested firms shall demonstrate:
* Experience conducting sidewalk inventories and ADA audits.
* Experience with pedestrian planning and connectivity studies.
* GIS and asset management capabilities.
* Familiarity with ADA and PROWAG standards.
* Experience with municipal transportation planning.
* Experience working with Georgia local governments preferred.
