Candler County is soliciting sealed proposals from qualified firms to provide standby disaster debris
removal services and standby disaster debris monitoring and grant management services. These
services will be activated on an as-needed basis following natural or man-made disaster events.
This single RFP will result in two separate contract awards:
Contract A: Disaster Debris Removal Services
Contract B: Disaster Debris Monitoring & Grant Management Services
Proposers may submit for one or both contracts.

GENERAL SPECIFICATIONS
Candler County is soliciting sealed proposals from qualified firms to provide standby disaster debris
removal services and standby disaster debris monitoring and grant management services. These

SECTION I - GENERAL
Intent
Candler County seeks qualified contractors capable of providing:
* Emergency debris clearance
* Debris removal, hauling, reduction, and disposal
* Debris monitoring and documentation
* FEMA reimbursement and grant management support
Background
Candler County includes the municipalities of Metter and Pulaski and maintains a mix of paved and
unpaved roads. The County is vulnerable to hurricanes, tornadoes, severe storms, and other events
requiring debris operations.
Term of Agreement
The initial contract term shall be:
July 1, 2026 - June 30, 2027
With four (4) optional one-year renewals, not to exceed five (5) total years.
Escalation
Beginning with the second renewal, contractors may request a price increase not to exceed 2%, subject
to approval by the Board of Commissioners.
Minimum Requirements
Proposers must demonstrate:
* Experience with FEMA-funded debris operations
* Adequate staffing and equipment resources
* Financial capacity
* Required licenses and certifications
Performance & Payment Bonds
Upon issuance of a Work Order, the contractor must provide:
* 100% Performance Bond
* 100% Payment Bond
Bonds must be:
* Issued by a surety licensed in Georgia
* Listed on U.S. Treasury Circular 570
* Rated A+ or better by A.M. Best
* Submitted within 10 days of Notice to Proceed
Georgia Security & Immigration Compliance Act
Contractors must submit:
* E-Verify Affidavit
* Subcontractor compliance documentation
Insurance Requirements
Contractors must provide:
* Workers' Compensation
* Commercial General Liability ($1M / $2M)
* Auto Liability ($1M / $2M / $250k property damage)
* Professional Liability (Monitoring Contractor only - $500k minimum)
Candler County must be listed as Additional Insured.
SECTION II - SCOPE OF SERVICES
A. Debris Removal Services (Contract A)
The contractor shall provide all labor, equipment, materials, permits, and services necessary to perform:
* Emergency debris clearance ("push")
* Hazardous tree, limb, and stump removal (leaners, hangers & stumps)
* Waterway, bridge, ditch and culvert blockage and impediment removal of limbs, stumps, and
material impeding flow
* ROW debris removal
* Hauling to DMS or final disposal
* DMS operations, reduction, grinding, chipping, incineration
* Segregation of eligible vs. ineligible debris
* Final disposal and site restoration
* Restoration of any county roadway or culvert damage to pre-event conditions if damaged by
removal operations
Response Requirements
* Contractor representative at EOC within 6 hours
* Mobilization within 24 hours
* Full debris removal operations within 48 hours
* Contractor shall provide a single point-of-contact (POC) available to the EMA Director ("owner")
by phone or email 24/7 during operational activities
B. Debris Monitoring & Grant Management Services (Contract B)
The contractor shall provide:
* Field monitors (tower, DMS, and ROW)
* Automated debris tracking system (paperless)
* Load ticket validation
* Daily operational reporting
* GIS mapping and data support
* Invoice reconciliation
* FEMA Project Worksheet development
* Grant management and reimbursement support
* Damage assessments
* Staff augmentation as needed
Automated Tracking System Requirement
Contractor must demonstrate:
* Ownership or licensing of a functional automated debris tracking system
* Ability to deploy sufficient devices to support Candler County
* System capability and reporting features

SECTION V - EVALUATION PROCESS
The County may request:
* Clarifications
* Best and Final Offers
* Interviews
The County reserves the right to:
* Reject any or all proposals
* Waive irregularities
* Award one or both contracts
* Contract with multiple firms
SECTION VI - CONTRACT AWARD
Awards will be recommended by the EMA Director and approved by the Board of Commissioners.
Contracts are non-exclusive.
All deliverables become the property of Candler County.
