Project Description: SEALED PROPOSALS will be received online via the PennBID Program by the Newtown Township, Delaware County, Municipal Authority (“Authority”) until Tuesday, February 18, 2025, at 11:00 A.M. prevailing time. All bids received will be publicly opened and read aloud by the Authority at 7:00 P.M., prevailing time on Tuesday, February 18, 2025, at the Newtown Township Municipal Building, 209 Bishop Hollow Road, Newtown Square, PA 19073.
The project includes two (2) locations along West Chester Pike (SR 0003), one (1) location along French Road, and one (1) location along Bryn Mawr Avenue. One portion of the project along West Chester Pike includes removal and replacement of approximately 350 lineal feet of 8-inch diameter Vitrified Clay gravity sanitary sewer main with 8-inch diameter SDR-26 gravity sanitary sewer main, service connections, and sanitary manhole rehabilitation. The other portion of the project along West Chester Pike includes installation of approximately 160 lineal feet of 10-inch diameter gravity sanitary sewer main and replacement of approximately 40 lineal feet of 8-inch diameter gravity sewer main with a 10-inch diameter SDR-26 gravity sanitary sewer main. The French Road portion of the project includes installation of a doghouse manhole over and existing junction of 8-inch diameter gravity sewer main and existing lateral and an access riser at the terminus of the lateral for maintenance. The Bryn Mawr Avenue portion of the project includes replacement of approximately 20 lineal feet of damaged terra cotta pipe with 10-inch diameter SDR-26 gravity main.
Pennsylvania prevailing wage rates and Federal Guidelines for confined space entry will apply to this project, in addition to any and all other applicable federal, state, and local laws, statutes, ordinances, rules and regulations.
Copies of the plans and specifications are available at no cost at www.PennBID.net beginning Monday, December 30, 2024.
Each Bidder must deposit with his/her bid, security in the form of a bid bond or certified check in the amount of not less than ten percent (10%) of the total bid made payable to the order of the Newtown Township, Delaware County, Municipal Authority.
Each bid must be accompanied by a signed commitment of the proposed surety offering to execute a Performance Bond, as well as the Letter of Intent, Non-Collusion Affidavit and Statement of Bidder’s Qualifications.
The successful bidder will be required to furnish a Contractor's Performance Bond and a Labor and Materialmen's Bond, in such form and having as security thereon, such surety company or companies as are approved by The Newtown Township, Delaware County, Municipal Authority Solicitor, in an amount of not less than the total of the accepted bid. The successful bidder will also be required to furnish a Maintenance Bond, in such form and having as security thereon, such surety company or companies as are approved by The Newtown Township, Delaware County, Municipal Authority Solicitor, in an amount of not less than fifteen (15) percent of the total construction cost. The Bond Company should have no less than an “A” rating (Best Rating) and provide documentation of their authority to do business in the Commonwealth of Pennsylvania. In addition, the Bond should be provided without a Reinsurer.
All Forms and Papers required to accompany the bid must be up-loaded to PennBID prior to the date and time bids are to be received. All original Forms and Papers required must be submitted to the Newtown Township, Delaware County, Municipal Authority, Attention: Stephen Nease, Operations Officer, 209 Bishop Hollow Road, Newtown Square, PA 19073, within 7 calendar days of the bid date.
No bidder may withdraw his/her bid within sixty (60) days after the date set for the receiving and opening of bids.
The Newtown Township, Delaware County, Municipal Authority reserves the right to accept any or all bids or parts thereof, or to reject any or all bids or parts thereof, for any cause whatsoever, as they deem for the best interest of the Authority.
