NOTICE OF INTENT TO AWARD OTHER THAN FULL AND OPEN COMPETITION
NAVFAC SW intends to issue an undefinitized task order against United States Coast Guard (USCG) Emergency Response Basic Ordering Authority Agreement (BOA), without full and open competition. Award is anticipated to occur on or about August 27, 2025 to Enhanced Environmental & Emergency Services Inc. The period of performance will be from August 2025 – August 2026.
As indicated in the attached and approved J&A for the Urgent and Compelling request, the Government has identified that Enhanced Environmental & Emergency Services Inc. is capable of performing this unusual and compelling requirement, and has the capability to immediately respond to this need. The contractor was provided with a Notice-to-Proceed letter directing a site evaluation, emergency removal actions, time critical removal actions, property restoration services, consolidation and relocation of debris as needed, incident management support, and preparation of association reports.
The North American Industry Classification System (NAICS) code for this requirement is 562910. The applicable Product Service Code is F999 - OTHER ENVIRONMENTAL SERVICES. This notice of intent is not a request for proposals or quotes. However, responses may be submitted via email only to Aileengail Soriano, Contract Specialist at: aileengail.m.soriano.civ@us.navy.mil or Richard Spagnuolo, Contracting Officer, at richard.j.spagnuolo.civ@us.navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
