Overview
Summary

As requested by the Parks and Recreation Division (hereinafter, the “Division”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation for Qualification (hereinafter, “IFQ”) with the intent of obtaining proposals from interested and qualified Contractors (also referred to as “Vendor”), in accordance with the terms, conditions and specifications stated or attached. The Contractor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated.

The results of this solicitation may be used by other County Departments and Divisions once awarded, according to the Board of County Commissioners Procurement Ordinance.

The Selected Marine Contractor(s) will provide complete construction services for various Marine Construction projects. The Contractor will provide project management, materials, equipment, labor, and subcontractor coordination. Projects may require specialized knowledge or equipment.

The selected Marine Contractor(s) shall be knowledgeable and comply with all relevant safety standards, environmental regulations, permits, local, state, and federal regulations, local, state, and federal codes, and Collier County vertical standards.

Historically, County Departments and Divisions have spent approximately $500,000 annually; however, this may not be indicative of future buying patterns.

Background

Collier County is responsible for various County-owned marine facilities and marine-related services. Divisions county-wide have requested various Marine Contractor services. Former services requested to maintain the integrity and continuous operations include reattaching docks to seawall, dock ladder replacements/installations, beach restorations, dredging, vessel removals, floating dock replacements, dock repairs, beach tilling, retaining wall replacements, boat ramp improvements/installation/repairs, and a wide range of other projects related to Marine Contracting services.

The Parks and Recreation Division currently has the following beaches, beach access parks, and boat launch locations where work may be requested; however, divisions countywide may request services at various locations throughout the County.

Beach and Beach Access Parks : Barefoot Beach Preserve and Access, Bluebill Parking Lot Access, Clam Pass Beach Park, Conner Park Beach, North Gulfshore Beach Access, South Marco Beach Access, and Tigertail Beach.

Boat Launches : Ann Olesky Park, Bayview Park, Caxambas Park, Cocohatchee River Park, Collier Boulevard Boat Ramp, Golden Gate Boat Ramp, Goodland Boat Ramp, Mar-Good Harbor Park, Port of the Islands Marina, and Isles of Capri Paddlecraft Park.
