The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified service

providers for the Provision of Glass Hauling Services on a Multi-Year Contract for the Department of Support

Services.

Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL#

and Company Name. Bids will be received until 2:50 P.M., September 4, 2026 at the Gwinnett County Financial

Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Any bid received

after this date and time will not be accepted. Bids will be publicly opened and read at 3:00 P.M. local time. The

Successful service providers will be required to meet insurance requirements. The Insurance Company should

be authorized to do business in Georgia by the Georgia Insurance Department and must have an A.M. Best rating

of A-7 or higher.

County reserves the right to reject any or all bids, to waive technicalities, and to make an award deemed in its

bestinterest. Bids may be split or awarded in entirety. Gwinnett County reserves the option to negotiate terms,

conditions, and pricing with the lowest responsive, responsible bidder(s) at its discretion.

SCOPE

GENERAL REQUIREMENTS

The intent of this contract is for qualified commercial hauler(s) (“service provider(s)”) to pick up and transport

recyclable glass products from 13 Gwinnett County locations and safely deliver the recyclable glass to the Atlanta

location of Strategic Materials, Inc., 3050 Roosevelt Hwy, College Park, Georgia. These services will be done in

coordination with the Gwinnett County Solid Waste Management team. Gwinnett County is estimating each load

will have six (6) tons of glass with an estimated number of pulls of glass for hauling at each location.

Qualified service providers are those haulers which demonstrate sufficient resources to pick up and transport the

roll-off containers to Strategic Materials, Inc. Gwinnett County will not accept an alternate recycling site.

Since implementation of the glass collection recycling program, contamination has been minimal. Gwinnett County

anticipates that this will improve as the provided roll-off containers will be equipped with cameras to aid in

determining the fullness of the roll-off containers, as well as sources of contamination.

Award will be based on the lowest responsive responsible service provider. The County, at its sole discretion, may

contract with as many or as few service provider(s) necessary to perform the scope of services.

II. SPECIFICATIONS

With the exception of the roll-off containers provided by Gwinnett County, service provider shall furnish all labor,

supervision, equipment, materials, registrations, licenses, and supplies necessary to transport glass from Gwinnett

County glass recycling locations to Strategic Materials in College Park, Georgia, between the hours of 7:00 AM and

6:00 PM, Monday through Saturday.

Replacement containers will either be stored at Gwinnett County Government’s overflow parking lot at Nash Street,

Lawrenceville, Georgia (or similar Gwinnett County property), or upon a negotiated agreement with the service

provider(s), safely stored at their yard.

Within 24 hours of receiving notification and instructions from Gwinnett County, excluding Sundays and County

holidays, the service provider will swap the scheduled roll off glass container with an empty roll-off container prior

to leaving the glass recycling drop off location.

Service provider will, within 24 hours of the service request being submitted into Gwinnett County’s service request

system, except Sundays and County holidays, deliver glass to the processor. Any rebates or charges generated

from the processor shall be applied to an account set up for Gwinnett County.

Service provider must have the resources to pick up and transport these roll-off containers to Strategic Materials,

within the time frames specified above.

After glass has been transported to Strategic Materials, the empty glass roll-off container will be returned to either

Gwinnett County Government’s overflow parking lot at Nash Street, Lawrenceville, Georgia (or similar Gwinnett

County property), or upon negotiated agreement with the service provider, safely stored at their yard.

Service provider will receive access to utilize Gwinnett County’s service request system to be notified that a service

has been requested by Gwinnett County, to upload a copy of the scale ticket from the processing facility, and to

close out the service request upon completion.

Ripple Glass/Strategic Materials, Inc., under a separate agreement, will be providing roll-off containers, measuring

approximately 21’ x 7.5’ x 7.5’ (with dome, approximately 30-yard container) with slide access panels with access

on both sides for each Gwinnett County glass recycling location, as well as necessary replacement containers. All

proper safety devices such as hinges, locking devices, chains, and handles will be in proper working order.

Any issues identified by the service provider with the container shall be reported to Gwinnett County immediately.

Any damage to any provided roll-off glass container or equipment at the drop-off location resulting from the

actions or omissions of the service provider will be the responsibility of the service provider. The service provider

shall work with Gwinnett County and/or Ripple Glass to repair the roll-off container or equipment at the drop off

location to original condition or secure a replacement container/equipment, if repair is not possible.

During the service, the service provider will clean up any debris or mess resulting from any action or omission of

service provider. Containers must be placed in such a way that they are within six (6) inches of the parallel curbing

and up against the curbing or bollards with the rear of the container. If the container is not properly placed, it will be

at the sole cost to the service provider to place the container in the correct place.

Service provider shall not be penalized for issues arising at the collection sites which are beyond the service

providers’ control, causing delayed collection or preventing collection.

Service provider will immediately notify Gwinnett County of any issues while servicing the roll-off container at the

glass drop-off location such as damage to the area, excessive debris, if roll-off container is blocked, or any reason

the roll-off container is not accessible to service while the driver is on site.

Service provider will provide a reliable point of contact for the duration of this contract.

III. QUALIFICATIONS

Prior to award, service provider must be authorized by Gwinnett County to operate as a commercial solid

waste/recovered materials hauler for Gwinnett County and maintain status for the entirety of the contract.

Service provider shall have and maintain all required permits, certificates, and licenses required by law to operate

commercial vehicles.

All vehicles used for transporting the roll-off containers shall be registered, insured, and meet all other Georgia

Department of Transportation requirements.

All vehicles used for transporting roll-off containers shall be in sound working order and in compliance with all

federal, state, and local safety requirements.

Service provider shall at all times have properly trained personnel who can operate all vehicles, equipment, and

glass containers safely and apply all service provider’s policies and best practices.

IV. LOCATIONS

The following is a list of the current glass drop-off locations. Gwinnett County reserves the right to add, delete, or

modify locations as necessary during the lifetime of this contract.

V. SERVICE PROVIDER UNDERSTANDING & APPROACH

A. Local Resources

1. Personnel. Number of full-time staff and location of office(s) within a one (1) hour drive of Gwinnett

County. If the service provider’s office is not within a 1-hour drive, please note distance from

Gwinnett County.

2. Equipment. Current roll off vehicle inventory available at above locations to include a list of all roll

off vehicles that may be used to service the roll off glass containers to include make, model, year,

unit number. How many of those vehicles are older than seven years of age?

3. Proof that all vehicles to be used for transporting the roll-off containers shall be registered, insured,

and meet all other Georgia Department of Transportation requirements.

4. Service provider shall demonstrate the availability of sufficient local resources (A, B, and C) to pick

up and transport the roll-off containers to Strategic Materials, within the 24-hour time frames

specified for pickup roll-off containers and transporting them to Strategic Materials.

B. Company Safety Profile

1. Provide two years of the service provider’s Company Safety Profile from the Federal Motor Carrier

Safety Administration.

2. Provide a brief description of the service provider’s written safety program as it pertains to the

operation of roll of trucks, container safety, personal protective equipment (PPE), and any other

relevant safety topics.

VI. PRICING

Gwinnett County will not pay for any costs associated with the development of a response to this invitation to bid

including time or costs providing qualifications or pricing.

All costs for hauling shall be included in unit price for each glass drop-off location to the designated glass

processing facility. Unit price should NOT exceed two (2) decimal places.

Service provider is responsible for all operating and maintenance costs associated with hauling materials from

each glass drop-off location to designated glass processing facility.

There will not be a charge for the delivery of the roll-off container at the beginning or removal at the end of the

contract.

There will not be a charge if the roll-off container is unable to be serviced, and the service provider does not contact

Gwinnett County while the driver is still at the location.

There will not be a charge if the roll-off container is placed incorrectly and Gwinnett County has to contact the

service provider to correct container placement.

If there are contaminated or delayed hauls or a need for container repair/maintenance, these additional services

will be defined as:

1. Contaminated hauls: If processing center rejects the load prior to dumping, service provider must

divert to a disposal location. In the event a haul is rejected, the unit pricing provided for

contaminated hauls and disposal will be in addition to Section A pricing. Gwinnett County has not

had a contaminated load previously.

2. Delayed Hauls: If container is blocked or unable to be hauled due to issues at the site beyond

service provider’s control, a return haul fee will be applied for vehicle having to be rescheduled

(with photographic support). Quoted pricing should be per trip.

3. Repairs/Maintenance: If a container needs repair/maintenance, and service provider must leave it at

the processing center for service, Gwinnett County requests for the service provider to retrieve

container after being serviced (repaired/maintained). Quoted pricing should be per trip.
