CAMINO REAL REGIONAL MOBILITY AUTHORITY (CRRMA)
INVITATION TO BID - TA23 HOMESTEAD MEADOWS SHARED USE PATH PROJECT
(CSJ: 0924-06-727)
PROJECT DESCRIPTION: This project will construct these new shared use paths (SUPs) and sidewalks in
the Homestead Meadows community: (1) SUP along Greg Drive, between Vista del Este Street and Ascencion
Street; (2) SUP and sidewalk along Krag Street between Greg Drive and US Highway 62 (Montana); and (3)
sidewalk along Santiesteban Lane between Vista Del Este Street and Krag Street. The project includes pedestrian
improvements, ADA ramps, concrete curbs, signing & pavement markings, landscaping, and concrete driveways.
This project description is only a general overview. Interested contractors should refer to the Bid Packet and
Plans & Specifications for specific site location and additional project information.
BIDDER REQUIREMENT: Proposal Volume I of II (Bid Packet) will only be issued to proposed bidders that:
(1) are Texas Department of Transportation (TxDOT) Prequalified Contractors, qualified under Item 2L Section
2 "Instructions to Bidders" of the TxDOT Local Government General Requirements and Covenants; and (2)
have not been determined by the CRRMA to have been in default under a CRRMA contract within the past five
(5) years.
BID PACKET AND PLANS & SPECIFICATIONS: Proposal Volume I of II (Bid Packet) is available
electronically to TxDOT qualified bidders by sending an email request to anmejia@hntb.com. Electronic copies
of Proposal Volume II of II (Plans & Specifications) can be found on the Procurements Page of the CRRMA
website: www.crrma.org/procurements.
QUESTIONS DUE DATE: Questions may be submitted to Michael Garcia at mbgarcia@hntb.com until May
6, 2026, at 5:00 p.m. (MT).
BID DUE DATE: Sealed bids must be received before 10:00 a.m. (MT) by the CRRMA on Thursday, May 21,
2026, at the Welch Conference Room in the basement of the El Paso City 3 Building, located at 801 Texas
Avenue El Paso, Texas 79901 at which time they will be opened and publicly read by the CRRMA.
Any extensions or changes in the Bid Packet, Plans & Specifications, or due date will be posted on the
Procurements Page as an addendum of the CRRMA website: www.crrma.org/procurements.The CRRMA
reserves the right to accept or reject any or all bids, to waive all technicalities, and to accept the bid or bids most
beneficial to the CRRMA, as applicable.
