The City of Port Huron seeks proposals from qualified CHDOs to develop affordable housing by acquiring
and rehabilitating a to-be-identified property within the City of Port Huron. The property will be selected
after award.
PROGRAM OVERVIEW
HOME Investment Partnerships Program (HOME)
HOME is the largest federal block grant to state and local governments designed exclusively for creating
affordable housing to low-income households (at or below 80 percent of area median income). HOME
provides formula grants to states and Participating Jurisdictions (local governments) to use in
partnership with local nonprofit organizations, owners, sponsors, and/or developers to fund a wide
range of allowable activities located at 24 CFR Part 92.
HOME is authorized under Title II of the Cranston-Gonzalez National Affordable Housing Act, as
amended, 42 U.S.C. 12701 et seq.
The City of Port Huron seeks proposals from qualified Community Housing Development Organizations
(CHDOs) to partner with the City to develop affordable homeownership housing using HOME funds.
This Request for Proposals (RFP) is intended to evaluate organizational capacity, experience, and
readiness to undertake acquisition and rehabilitation activities.
Applicants are not required to identify a specific property at the time of application.
The selected CHDO will be given up to 180 days from the date of award to identify an eligible property
within the City of Port Huron for acquisition and rehabilitation, subject to City approval and HOME
requirements.

PROPOSER'S QUALIFICATIONS
Community Housing Development Organizations (CHDOs) may submit a proposal for this project. CHDO

Huron may make such investigations as necessary to determine the ability of the proposer to perform
the work, and the proposer shall furnish all such information and data for this purpose as the City of
Port Huron may request. The City of Port Huron reserves the right to reject any proposal if the evidence
submitted by, or investigation of, such proposer fails to satisfy the City that such proposer is properly
qualified to carry out the obligations of the contract.
Errors, Omissions, and/or Discrepancies

Huron reserves the right to make corrections or amendments due to errors identified in proposals by

clarification or additional information from the proposers.
Right to Reject
The City of Port Huron reserves the right to reject any or all proposals in whole or in part and to waive
any informalities therein, or accept any proposal it may deem in the best interest of the City.
Note: Past experience and performance may be a factor in making an award.

The selected Proposer shall comply with all rules, regulations, ordinances, codes, and laws relating to its
work or the conduct thereof and shall secure and pay for any permits and licenses necessary for the
execution of its work.
The Proposer selected by the City shall be responsible for implementing precautions for the safety and

Port Huron. Each Proposer shall comply with and give notices required by applicable laws, statutes,
ordinances, codes, rules, and regulations, and lawful orders of public authorities bearing on safety of
